GOP Lawmaker Seeks to Reduce Biden-Era Maritime Regulations and Enhance Important Energy Resource

New Legislation Aims to Aid LNG Bunkering in the U.S.

Laurel Lee, a Republican from Florida, introduced new legislation on Friday designed to assist future Democratic administrations in managing liquefied natural gas (LNG) bunkers. The proposed law focuses on the transfer of LNG from ships to be used as marine fuel.

The bill seeks to cut through regulatory obstacles surrounding LNG bunkering, clarifying that the transfer is not considered an export. This move aims to alleviate what Lee’s office describes as overwhelming federal regulations that impede American businesses. The proposed legislation could also reinforce measures initiated during President Donald Trump’s administration, reversing some of the Biden administration’s policies that increased scrutiny on LNG bunkers.

“LNG is a bright spot in energy solutions for the maritime sector, and Florida is at the forefront of its application,” Lee stated. She expressed concern that recent efforts by the Biden administration to categorize domestic LNG as exports have added unnecessary barriers that hamper innovation and hinder American businesses. “My bill provides the certainty this growing industry needs to thrive, bolster job creation, and enhance our energy independence,” she added.

Specifically, under Lee’s proposal, LNG bunkers stationed in U.S. waters would not be classified as exports. This initiative is also being backed by Republican legislators from Texas.

One of the supporters, Pfluger, emphasized the economic benefits of LNG exports, suggesting that they promote domestic prices, improve national security, and provide advantages to international allies seeking American products. However, he criticized the Biden administration for implementing restrictions on exports that have stifled the energy industry. This new law is intended to overturn those policies, streamlining regulations and encouraging the use of LNG as a cleaner fuel.

Throughout much of 2024, the Biden administration imposed limitations on the LNG sector, freezing export permits and restricting internal research that opposed its regulatory framework, according to reports.

The U.S. LNG industry, which once faced projections of becoming a net importer, has pivoted to dominate the world market in LNG exports. This shift has occurred over the past decade, showcasing the U.S.’s rise as a leader in this energy sector.

The actions taken during the Trump administration established significant international trading connections in LNG, with notable transactions, including recent agreements with Japan.
