GOP Representative Focuses on Foreign Land Acquisitions Near US Nuclear Facilities

New Bill Targets Foreign Land Purchases Near U.S. Nuclear Bases

On Tuesday, Missouri Republican Rep. Mark Alford introduced legislation aimed at ensuring the federal government monitors foreign land purchases adjacent to U.S. nuclear military bases.

The proposed “Strategic Asset Protection Act” would mandate that the Committee on Foreign Investment in the United States (CFIUS) scrutinize all such transactions since 2017 to assess any potential risks to national security. If passed, the Treasury Department must submit a confidential report to the House Armed Services Appropriations Committee within 180 days detailing CFIUS’s findings.

An aide for Alford commented that the initiative directly responds to several recent investigations from the Daily Caller News Foundation (DCNF), which have highlighted properties near American military installations purchased by individuals linked to the Chinese Communist Party (CCP).

“Without the critical reporting from the Daily Caller News Foundation, Congress and, more importantly, the American public would remain unaware of CCP encroachments near our nation’s vital military sites,” Alford remarked. “These investigations necessitated a legal reaction, and this bill does just that.”

Concerns About CCP Infiltration

DCNF recently uncovered that individuals connected to the Chinese government have acquired land near U.S. military facilities in states like Louisiana and Missouri.

For example, around Barksdale Air Force Base in northern Louisiana, there are two golf courses owned by Chinese-American businessman Eugene Gee. Official Chinese documents cite him as an “overseas committee member” linked to a faction of the CCP. Barksdale serves as the headquarters for the Air Force Global Strike Command, which oversees America’s intercontinental ballistic missiles and nuclear bombers.

Moreover, a November 2025 investigation pointed out that Whiteman Air Force Base, a location housing B-2 stealth bombers, is adjacent to a trailer park owned by foreigners affiliated with the New Federal State of China (NFSC), a political entity aimed at “overthrowing” the CCP. This group is led by real estate mogul Miles Guo, who has admitted to ties with Chinese intelligence and was convicted in 2024 for a fraud scheme exceeding $1 billion.

After learning about these acquisitions, Alford requested a confidential briefing from CFIUS regarding the Knob Noster Trailer Park on November 12, 2025.

Shortly afterward, on December 3, security personnel at Whiteman detained Qilin Wu, a former PLA soldier, on suspicion of unlawfully capturing images and videos of military sites. Reports indicated that authorities discovered hazardous materials in his vehicle. Although it is unclear if Wu is connected to the trailer park in question, Missouri Secretary of State Denny Hoskins took steps to shut the business down in January 2026.

Michael Rucci, who leads State Armor and played a key role in the trailer park investigation, asserts that Alford’s bill would fortify U.S. defense against CCP espionage.

“The CCP’s audacity is alarming—they think they can outmaneuver America. They’re positioning themselves close to our crucial military sites for espionage,” Rucci stated. “It is imperative that the federal government acts to eliminate CCP presence before it’s too late.”
