Texas Governor Greg Abbott claimed the federal government had broken the agreement between the United States and the state.

Abbott said in a statement Wednesday that the executive branch has a constitutional duty to enforce federal laws that protect states, “including currently planned immigration laws.”
He went on to say that Joe Biden has refused to enforce and even violated these laws. Abbott added that as a result, the president broke records for illegal immigration.
Mr. Abbott concluded his letter by asserting Texas' constitutional authority to defend and protect itself because the federal government has failed in its constitutional duties.
He said the Texas National Guard, Texas Department of Public Safety and other Texas officials are working within their authority and under state law to ensure the security of the Texas border.
