Government Shutdown Looms as Senate Fails to Pass Funding Bill

The White House has announced that a government shutdown is imminent, following the Senate’s inability to approve a Republican-backed spending bill aimed at funding federal agencies until November 21st.

A memo from the Office of Management and Budget (OMB) indicates that funding levels will expire at 11:59 PM tonight.

The memo emphasizes that Democrat senators are obstructing the passage of HR 5371, blaming them for what it describes as “insane policy demands.” President Donald Trump has expressed support for the short-term funding measure, which seeks to maintain the current federal funding levels—known as a continuing resolution (CR)—for seven weeks while lawmakers work on the fiscal year 2026 budget.

However, the memo also states that it appears Democrats will likely prevent this CR from passing by the deadline, leading to government shutdowns. As a result, affected agencies are being advised to prepare for an orderly closure.

The length of the shutdown is still uncertain. Employees will be required to report for their next scheduled duties to facilitate shutdown activities, despite the ongoing uncertainty.

When the spending bill is eventually approved and signed by Trump, another memo will be issued to inform about the reopening of federal operations.

The GOP’s continuing resolution was put to a vote in the Senate on Tuesday evening but failed to obtain the necessary 60 votes to overcome a filibuster, with a tie of 55 to 45. Interestingly, three Democrats crossed party lines to vote with Republicans.

In contrast, Senate Democrats, led by Minority Leader Chuck Schumer, united to oppose the GOP’s proposal. They attempted to advance their own funding plan, which was also blocked by Senate Republicans. This alternative would have funded the government until October 31st and included bipartisan priorities.

The Democratic proposal aimed to mitigate Medicaid cuts and restore funding to NPR and PBS, which had been reduced earlier this year under the Trump administration.

As it stands, the implications of a shutdown could be significant. Thousands of federal employees may be affected, with many expected to work without pay until funding is reinstated. OMB Director Russ has previously warned workers to prepare for possible layoffs in the event of a shutdown.

This whole situation follows a meeting among top House and Senate leaders and Trump, where discussions about federal funding progressed but ultimately ended without an agreement in sight.
