Exclusive: Officer Ron Johnson and Chuck Grassley are requesting information from Department of Justice inspectors on January 6, 2021, whether there was a source of “unallocated” or “non-saving” confidential persons from the DOJ agency located in or around the Capitol.
In 2024, DOJ inspector Michael Horowitz revealed to crowds outside the Capitol on January 6, 2021 that there were more than 20 FBI secret human sources, but only three were assigned by the bureau to attend the event.

Horowitz said in its report that no sources were authorized or directed by the FBI to “break the law” or “encourage others to commit illegal activities.”

In December and after the release of the Horowitz report, Grassley of R-Iowa, and Johnson, R-Wis. requested information on January 6, 2021, whether confidential human sources were used from DOJ agencies beyond the FBI.
In an April 7 letter obtained by Fox News Digital, Horowitz notified the senator that he had found no evidence of alcohol, cigarettes, firearms, explosives (ATF), the Drug Enforcement Agency (DEA), or on January 6th that he had deployed a confidential human source to Washington, DC.
“The Bureau of Alcohol, Tobacco, Firearms, Explosives (ATF), Drug Enforcement Office (DEA), Former US s-Service (USMS), and the Federal Bureau of Prisons (BOP) can confirm that on January 6th there were no undercover Investigation employees in Washington, DC. “This includes or around Capitol or restricted areas of the Capitol.”
“In relation to the events of January 6th, we can also confirm that ATF, DEA, USMS and BOP did not administer Washington, DC on January 6th,” Horowitz continued. “This includes the Capitol or surroundings, or the restricted areas of the Capitol.”
However, Horowitz was unable to say definitively whether any of these institutions “ackskasked” confidential human sources that existed on January 6, 2021, or “accidentally” those who traveled their initiative.
“Unlike the FBI, there is no information on whether ATF, DEA, USM or BOP will decide on CHANSINAR to take charge of DC to take charge of CANVASS after January 6th regarding whether non-FBI DOJ law enforcement had an obscure CHSS in Washington, DC on January 6th in connection with the January 6th event,” Horowitz wrote.

Horowitz informed Glassley and Johnson that after talking to the senator on the matter, the DOJ inspector’s office was further asking these agencies on January 6 if there was information to indicate whether it is in Washington, D.C. with a “own initiative (non-asked)” or not.
“When I receive that information, I will complement this answer,” Horowitz wrote.
In a letter to Horowitz exclusively obtained by Fox News Digital, Grassley and Johnson requested that Horowitz provide that information, saying his investigative work is “narrowly focused” on the FBI’s use of CHSS, and that his response to “a denounced CHS from non-FBI DOJ components” is “unclear.”
Additionally, Grassley and Johnson are requesting more information about secret human sources, noting that “the term “undercover agent” could mean a lot.”
Grassley and Johnson now say, “Federal law enforcement components, including the FBI, ATF, DEA, USMS, or BOP, are reiterating requests for information as to whether employees or contractors in the Washington, DC area who are wearing private clothing were in Capitol Building and in the restricted area of J6 in public or informal capabilities.
Meanwhile, in December, Grassley and Johnson questioned whether Horowitz had thoroughly reviewed the classification and uncategorized communications between Handler and his sources, warning that without that review, there could be “major blind spots” in his findings.
In a letter to the Senator in April, Horowitz said it had considered “related parts of the CHS files of the FBI’s electronic record management system” for CHS management and obtained “related parts of those files” including underlying text messages, photos and videos.

Horowitz said it had obtained an email from the CHS Handling Agent, a “non-saving” CHSS CHS Handling Agent, which contacted the Washington Field Office during the January 6, 2021 event, as well as an email contacting the FBI’s Washington Field Office Communications and the Washington Field Office Communications during the January 6, 2021 event.
“1023S, flagged certain additional documents containing text messages and photos referenced in 1023S, including documents of fraudulent misconduct (generating negative responses), approval of the issue CHSS, and text messages and photos referenced in 1023S, including text messages and photos sent and shared between the CHSS and the handler.” platform.

“As with all reviews, we looked for information that was most relevant to the review. One aspect of this was to ensure that FBI handling agents, FBI headquarters staff, or WFO staff were not permitted to engage in illegal activities on January 6, 2021,” Horowitz emphasized. “Given this scope, the fact that OIG has not received information indicating that the individual handling agent has inappropriate communication with the CHS causes OIG to request and review related text messages between the handling agent and the CHSS, but did not request all of the text messages for the 26 CHSS and its handlers.”

On January 6, Horowitz explained many of the sources of confidential human sources in Washington, DC, that “handling agents were unaware of the existence of CHSS in Washington, DC until after the events of that day.”
“Please note that in the hundreds of prosecutors made in connection with the events at Capitol on January 6, 2021 and the extensive findings made during those prosecutions, CHS (or others) are not aware that FBI agents have provided text messages to courts indicating that FBI agents have been encouraged or tutored (indicating that they are not in favor of or endorsed with the existence of WFO. On January 6, 2021, Horowitz wrote.
However, Grassley and Johnson say Horowitz’s response was lacking and “didn’t ask for all of the text messages of 26 CHSS and its handlers.”

“It’s been quite a while since Americans received full transparency and clarity about the involvement of the Department of Justice and its component agencies in the events of J6,” Grassley and Johnson told Fox News Digital in a joint statement. “Inspector Horowitz must thoroughly implement his approach and shed light on every corner of the department he oversees.”
Grassley and Johnson added: “Horowitz hopes that by fully complying with our requests, this investigation will be final.
A Horowitz spokesman did not immediately respond to a request for comment on Fox News Digital.
