According to Twitter’s announcement, any user will be able to initiate calls with other users who have the feature enabled in their settings.   • Scroll down and select “Privacy & Safety”
  • Tap “Direct Message”
  • Turn off the “Enable audio and video calling” toggle to disable it
  • Users can also limit calls to only accounts they follow, authenticated users, or contacts
