Paul began by saying that Republicans are united in preserving tax cuts and expanding drilling.

He added: [have] This bill's increase in the debt ceiling could divide us. So if there was an attempt to raise the debt ceiling, I would not vote for it. The reason is that I don't vote for spending. I have voted against spending increases every time. I voted for a balanced budget. Introduced a balanced budget.
