Illinois man lied about flat tire to kidnap Wisconsin woman, authorities say

A Chicago-area man lied about having a flat tire when he kidnapped a Wisconsin woman in February, authorities said Monday.

Jonathan Luna Carrasco, 28, of North Chicago, was arrested over the weekend in connection with the Feb. 25 kidnapping, according to the Lake County Sheriff’s Office.

According to authorities, Lake County 911 dispatchers received a call shortly after 2 a.m. on February 25th from a woman who reported that her friend had been taken by an unknown man.

The woman and her 22-year-old friend from Whitewater, Wisconsin, were driving home from a nightclub in Waukegan, Illinois. Authorities said Luna Carrasco pulled up next to them on Route 41 and told them her tire was flat.

He said he stopped the car and offered to help change a tire. Authorities said the man advised the abducted woman to stay warm in the car.

“The victim entered Luna Carrasco’s vehicle and fled with her against her will,” the sheriff’s office said in a statement. “The victim was able to jump out of the vehicle in the 3500 block of Highland Avenue in Gurnee and run to his home to get help.”

The Gurnee Police Department responded and rescued the victim until sheriff’s deputies arrived.

Investigators believe Luna Carrasco was trying to take the woman to an unknown location. It’s not clear what he intended to do, but after he took her, he allegedly made sexually suggestive remarks.

Detectives used flock camera technology, which reads license plates and alerts law enforcement, to find Luna Carrasco’s gray Dodge Durango.

He was arrested in Waukegan on March 30 and is being held in the Lake County Jail pending a court hearing Monday.

Investigators believe Luna Carrasco has committed additional kidnappings in the past.
