Illinois Tax Amnesty Program Encouraged by IDOR
The Illinois Department of Revenue (IDOR) is urging both individuals and businesses to take advantage of the 2025 Illinois Tax Amnesty Program.
This program, established under the Illinois Tax Delinquent Amnesty Act, enables taxpayers to settle eligible tax debts without incurring penalties or interest if paid within the designated period. The eligible tax liabilities date back to periods ending on June 30, 2018, and running through July 1, 2024. Those interested must fully pay their taxes between October 1, 2025, and November 17, 2025.
“This initiative shows Governor Pritzker’s ongoing commitment to aiding taxpayers, particularly those encountering economic challenges,” noted David Harris, Illinois Director of Revenue. “We strongly encourage both individuals and businesses to seize this opportunity to clear outstanding tax debts and enhance their financial health.”
A similar tax amnesty was previously offered in 2019, which was also sanctioned by the state legislature. During that program, the state successfully recouped about $360 million for state and local funding.
Taxpayers can report their liabilities, file, amend, and pay taxes for past years or incorrect filings, while also addressing unfiled tax periods or corrections. Each taxpayer is required to either submit the original return for unfiled periods or file an amended return.
For any eligible unpaid taxes, full payment must occur during the amnesty window. Payments can be made online through the Illinois Department of Revenue’s website. Taxpayers are encouraged to make individual payments for each tax obligation but can also choose to submit a single total payment. In doing so, clear identification of each tax liability—by type, period, and amount—is crucial.
