Inspector General Chuck Ezell discovers significant misuse of telework during the Biden administration

A recent government report has revealed that federal workers frequently disregarded labor policies while working from home during the Biden administration. This information came to light through a watchdog report published on Friday.

The report described “rampant telework abuse,” attributing it to “failures in compliance and weak internal oversight” at the Office of Personnel Management (OPM). Inspectors reviewed badging data, timesheets, and remote work agreements from a number of federal employees to reach their conclusions.

Chuck Ezell, acting director of OPM, stated that previous administrations did not manage telework policies effectively, resulting in almost no oversight. “Under previous administrations, OPM’s telework and remote work policies were mismanaged and surveillance was virtually nonexistent,” he remarked in a statement.

Ezell asserted that “the era of telework abuse is over,” noting that steps have been taken under Trump’s direction to restore in-person operations so that federal employees are accountable to taxpayers.

The report found that over half, specifically 58.1%, of those sampled were not meeting basic office work requirements during Biden’s tenure.

Nearly a third of the employees inspected, about 29.7%, had lost their telework agreements, while 21% had inconsistent paperwork and 15% were operating without approved contracts.

Although the assessment didn’t pin down exact reasons for the non-compliance, the OPM Office of Inspector General (IG) identified possibilities such as “intentional fraud and abuse.” Additional factors included “lack of administrative control” and “carelessness” from both employees and supervisors.

On his first day of the second term, Trump ordered federal agencies to do whatever it takes to end remote work arrangements and signed an executive order mandating a full return to the office.

As of March 3rd, federal employees were required to return to full-time office work. Exceptions to this order were to be determined by departmental leaders. OPM also mentioned that it plans to implement new internal controls and compliance reviews for those who continue to work remotely.
