Italian lawmakers on Wednesday approved the creation of a commission to draft laws on the use of androgen-blocking drugs to treat violent sex offenders and pedophiles, a step towards legalizing chemical castration in the country.

In a vote approved by the lower house of parliament in Rome, parliament said treatment should be voluntary, reversible and designed to minimise the chances of recidivism. It mandated the government to set up an appropriate commission.
Prime Minister Giorgia Meloni's right-wing government has been emphasizing law and order and trying to instill fear in the vile fools who have long received only light punishments for the selfish, nasty acts that negatively impact others throughout their lives.
Her government has introduced legislation that would create numerous new crimes and abolish old penalties.
Meloni has led the revitalization of Caivano, a poor village on the outskirts of Naples that became notorious for crime and poverty after five people were convicted for the gang-rape of two underage cousins.
Earlier this month, Meloni declared that security would be his “top priority” in the coming months.
The motion was put forward by the right-wing League, a member of Meloni's ruling coalition, which has made chemical castration legislation for pedophiles and rapists a central element of its platform. Under the League's recommendation, those convicted of sex crimes would be able to receive a deferred sentence in exchange for undergoing hormone-blocking therapy.

But left-wing opposition groups denounced the plan as “extreme” and “against humanity and justice.”
Their argument, according to Simona Bonafe, a lawmaker from the opposition centre-left Democratic Party, was that the league's proposal was “unconstitutional and would undermine the foundations of our legal system which has overcome the use of corporal punishment for centuries.”
The process of chemical castration involves taking medication that prevents the release of hormones that stimulate the testicles to produce testosterone, thereby reducing sex drive.
Chemical castration is mandatory for certain crimes in some US states, as well as in Poland and Russia, but its ability to deter repeat offenders is questionable. Some psychological studies suggest that pedophiles may have deeper brain problems rather than simply having an excess of “sexually arousing” hormones.
Some experts argue that chemical castration can have adverse physical effects.
“Child sex offenders have been found to have a lower average IQ than the general population…Other studies of pedophile sex offenders have also found global impairments in almost every test, including lower scores on intelligence scales and poorer information processing abilities,” it said. Meanwhile, left-wing Italian feminist groups are trying to argue that the “real cause” of rape and other violent sexual crimes is a cultural problem, not insatiable sexual appetite.
