US District Judge Theodore Chuan order Government efficiency to reverse actions to shut down US international development agencies in response to lawsuits from USAID workers.
Chuan said Elon Musk likely violated the US Constitution when the workers were fired, and attempted to close the institutional buildings and policies as head of the Doge. The judge said Musk had no authority to do so and ordered any action to be approved by an approved USAID official.

The lawsuit was filed in February by USAID workers and contractors, accusing Musk of violating the constitutional appointment clause. Chuan agreed to the argument in the interim injunction award.
“Denying the plaintiff's appointment clause is argued only on paper on the basis that Musk has no formal legal authority relating to the decision in question.
He went on to say that Doge's actions likely hurt the plaintiff's interests and public interest. Chuang ordered Doge to restore email and computer access to USAID employees.
Democrats have vehemently criticised President Donald Trump and Doge, criticizing the administration for trampling on the powers given to Congress when it shut down government agencies and policies implemented on Congress.
“It's unacceptable to test enforcement on the president… to reorganize or remove USAID,” said Sen. Andy Kim, DN.J. in February. “This is an entity created through federal law and codified through federal law, and anything that cannot be changed cannot be removed except for Congress's actions.”
The norms of the State Democracy Advocates Fund that filed the lawsuit were statement I praise the injunction.
“They do their surgery with chainsaws instead of females, which harms not only the people that USAID serves, but also the majority of Americans who rely on the stability of our government,” he said.
Others denounced the judge.
“The fact that this low-level Obama-appointed judge could unilaterally violate the law to undermine President Trump's reductions to USAID is totally absurd.” I said Former Trump aide Steve Cortez. “The law is on President Trump's side, not just Judge Chuan.”
USAID's annual budget is approximately $50 billion and was founded in 1961 by John F. Kennedy.
