City Council Proposes Buffer Zone for Protests Outside Synagogues

On Thursday, City Council President Julie Menin put forward a bill aimed at establishing a buffer zone of up to 100 feet around synagogues and other places of worship during protests. This initiative, interestingly, comes from the city’s first Jewish City Council president.

The proposed legislation would empower the NYPD to set this security perimeter on a case-by-case basis during demonstrations. Menin expressed concerns about rising anti-Semitic incidents, noting, “Jewish New Yorkers represent roughly 10 percent of the city’s population, yet accounted for over half of last year’s reported hate crimes. We cannot normalize or ignore this reality.” Her words highlight a pressing issue within the community.

This bill is part of Menin’s five-point strategy to tackle anti-Semitism, which also includes financial support for private school surveillance systems, security training for religious institutions, and allocating $1.25 million to the Museum of Jewish Heritage.

The proposal arises in response to recent anti-Israel protests that have targeted synagogues across various neighborhoods, where demonstrators have used derogatory language, even declaring support for Hamas.

Interestingly, Governor Kathy Hochul had previously suggested a more modest 25-foot buffer zone in state legislation. It’s worth noting that Mayor Zoran Mamdani did not join in the applause during Hochul’s announcement at the recent State of the Union address in Albany.

Critics are voicing concerns that this proposed buffer zone might infringe upon protesters’ First Amendment rights. Menin addressed these worries at a news conference, stating, “The right to peacefully protest is sacred; it’s fundamental to our democracy. These bills don’t punish protest. What we aim to achieve is a secure perimeter that lets people access their worship spaces and schools safely.”
