Vice President Kamala Harris, whom President Joe Biden has endorsed as his successor in the 2024 presidential election, has a “very appalling” history of conduct as a prosecutor and has demonstrated “collective bias toward criminal organizations and organisations that are linked to her political allies,” Peter Schweitzer, president of the Government Accountability Institute, said in a television appearance on Monday. “In 2020, Corruption Profile“It was kind of a look back at the major candidates of 2020,” he said, explaining that two of the biggest chapters were about Biden and Harris.
“I would argue that Kamala Harris has a long history of extremely horrific activity as a prosecutor, including attempting to cover up and downplay very horrific crimes while showing collective favoritism to criminal networks and organizations with ties to political allies,” Schweitzer said.

“For her case, one only needs to look back to the early 2000s, when she was district attorney in San Francisco. During her tenure, San Francisco was the only major American city that did not prosecute a single case of sexual abuse by a priest. The only major city,” he said, explaining that the reason was clear: Among those who put her in that position were what Schweitzer called “a collection of law firms and individuals who funded her campaign and represented the Catholic Church and Catholic institutions in San Francisco.”
“She took over that position. In fact, the person running for that position in San Francisco was a liberal but tough ex-boxer-turned-prosecutor named Terence Hallinan, who was a lawyer at the time. And the mayor, of course, was Willie Brown, with whom she had previously been romantically involved,” he said, noting that Brown had funded Hallinan’s campaign against him because Hallinan was investigating Brown and his associates in a series of corruption cases.
“Then when she won, she dropped a string of lawsuits,” he said, highlighting a common thread: “They were all either funded by Willie Brown or were close friends of his.”
The largest case, Schweitzer said, involved the Catholic Church, where Hallinan received 800 pages of internal documents from the Archdiocese of San Francisco detailing a series of abuse cases. Schweitzer said Hallinan intended to “prosecute those identified in the reports and to release the documents with the names of the victims redacted.”
Harris did the opposite.
“When Kamala Harris took office, not only did she not prosecute anyone involved in the scandal, she refused to release 800 pages of documents that reportedly disappeared in San Francisco and were never found. Among the individuals and organizations implicated in this clergy abuse scandal was an elite prep school in San Francisco called St. Ignatius College, which of course had deep ties to people like Jerry Brown and the Getty family, who are major Democratic donors,” he said.
“So my argument is that Attorney Kamala Harris has done the same thing she did as Attorney General of California, using her position not to protect the vulnerable, but to protect the powerful who put her in office,” he explained.
