Portland Man Charged in Anti-ICE Protest
A man identified as Robert “Jacob” Hoops has been charged with assaulting a federal officer during an anti-ICE protest in Portland, according to KATU 2 news. Hoops faced allegations in federal court related to a protest that took place on June 14, 2025, in South Portland, where he allegedly caused damage to government property.
During the event, Hoops reportedly threw rocks at an ICE building and used a stop sign to ram into the structure, leading to damages estimated at $7,747.72. His father, Tom Hoops, expressed to the outlet that Jacob, a lifelong Quaker, is dedicated to pacifism and described him as an “organic gardener” and “soul of kindness.” He noted uncertainty regarding his son’s exact involvement in the protest activities.
Recent reports indicate that federal prosecutors accused Hoops of injuring an ICE agent and identified him through the use of facial recognition technology. Surveillance footage allegedly captured a person matching his description, dressed in dark clothing and wearing a gas mask, with a visible tattoo on his left forearm.
Hoops was apprehended around 9 AM on a Friday, after a tactical squad surrounded his residence. He surrendered without incident.
If convicted, he faces a potential sentence of up to ten years for the assault and damage to federal property, as noted by the US Attorney’s Office in Oregon. Quakers are typically recognized for their commitment to nonviolence and a rejection of violent means.
