Missouri Blue Shield Program Expands to 350 Communities

Governor Mike Kehoe has shared that the Missouri Blue Shield program now includes 350 counties, cities, towns, and school districts throughout Missouri.

This initiative recognizes communities aiming to enhance public safety, bolster law enforcement support, and foster partnerships in the realm of public safety, as noted in a recent announcement from Kehoe’s office. The governor initiated this program through a presidential order in January 2025 as part of his broader Commitment to a Safer Missouri.

Impressively, the program has seen a 74% increase in participation during its second year, according to the release.

“The growth of the Missouri Blue Shield program signifies the dedication of communities across the state to collaborate with law enforcement for improved public safety,” Kehoe mentioned in his statement.

The encompassing group consists of 95 counties, 252 cities, two towns, and a single school district. An online list of participating Blue Shield communities is available for review.

Entities involved in the program can seek grants via Missouri Blue Shield to help finance law enforcement training and acquire vital equipment.

Since launching the program, participating communities have acquired over 350 body cameras, 150 license plate readers, 50 police vehicles, and more than 100 body armor pieces with the aid of Missouri Blue Shield grants, according to the announcement.

Mark James, Director of the Department of Public Safety, stated in the release that the Blue Shield grants significantly enhance the safety of communities and protect officers, particularly in smaller jurisdictions with fewer resources.

For the fiscal year 2027, Blue Shield communities will have access to $10 million in grants specifically for law enforcement training and equipment. The funds will be evenly distributed among those eligible for the Blue Shield grants.

Eligibility for the Blue Shield program includes:

  • Passing resolutions that show commitment to public safety
  • Investing in public safety funds
  • Establishing community policing and local partnerships
  • Maintaining law enforcement recruitment and retention efforts
  • Proving a measurable effect on crime reduction
  • Complying with Missouri’s crime reporting and traffic stop data standards
