The Department of Homeland Security (DHS) and the Department of the Army are now involved in a broad investigation surrounding a network of nonprofit organizations financed by Neville Roy Singham, a Shanghai-based American tech entrepreneur. Allegations suggest these groups are inciting discord within the U.S., according to information obtained by Fox News Digital.

This investigation has grown to include several Trump administration agencies, delving into how these groups are organized and funded, particularly those linked to Singham’s network, which is accused of creating division in the country.

Mark Wayne Mullin, the Homeland Security Secretary, mentioned to Fox News Digital that he is collaborating with Army Secretary Pete Hegseth, Treasury Secretary Scott Bessent, and the intelligence community to reveal the details of an organization they believe is “trying to foment discontent.”

Mullin’s comments came after a recent ICE raid in Manassas, Virginia.

Lawmakers Raise Concerns Over Funded Network

There’s a growing alarm among lawmakers regarding Singham’s substantial financial backing of $278 million across his network, which allegedly spreads Communist Party propaganda in the U.S.

Information gathered by Fox News Digital shows that Singham funneled money to several 501(c)(3) and 501(c)(4) nonprofits, which are believed to be involved in online organizing and protests against agencies like ICE. For instance, earlier this year, anti-ICE activists reportedly used encrypted messaging apps to organize demonstrations in cities like Minneapolis.

Marin, discussing this effort, emphasized the network’s organized use of online platforms to stir unrest, mentioning that discussions among top DHS officials about this are ongoing.

Both the Treasury and Justice Departments are scrutinizing Singham’s affiliations for potential financial misconduct and foreign influence, a revelation that also marked the first time DHS’s involvement was disclosed.

Over the last year, many have encountered these agitators funded by organizations under Singham’s influence. The “ICE Out of New York” campaign, operated by the People’s Forum—a nonprofit funded by Singham—has been particularly active, hosting meetings and organizing protests in Manhattan.

Challenging the Influence of Foreign Propaganda

The People’s Forum received a substantial grant from Singham for their operations, which they reduced recently to finance a new headquarters. Another group associated with him, the Party for Socialism and Liberation, has also been pivotal in organizing anti-police protests.

Marin drew a parallel between current actions influencing U.S. politics and tactics from historical communist regimes, suggesting that there’s a concerted effort to undermine American stability by fostering distrust among the public.

He expressed that this is part of a greater strategy stretching back to figures like Stalin, aiming to create societal divisions and weaken institutions.

Ongoing Challenges for Law Enforcement

The DHS’s efforts have intensified recently, particularly in the Minneapolis area amidst ongoing fraud investigations. This included Operation Metro Surge, targeting organized crime within the local community.

Following troubling incidents where federal agents clashed with protesters, many organizations linked to Singham rapidly rallied to exacerbate tensions. Engaging in coordinated efforts, they capitalized on unrest to manipulate narrative and public perception.

Marin noted that while the protests posed challenges, they would not deter DHS personnel from their mandate to ensure national security and uphold laws. The agency remains focused on its responsibilities, irrespective of external pressures or criticism.
