Scott Kpoe Takes Charge of OPM with a Vision for Reform

Washington, DC – A week after assuming his role as the director of the HR office, Scott Kpoe is laying out his plans to invigorate the agency and maintain the distinct Doge spirit.

Before stepping into this role at OPM, Kpoe gained experience in the private sector, notably with the venture capital firm Andreessen Horowitz. Speaking to reporters on Monday, he expressed his intention to leverage that experience to implement reforms at OPM. This includes enhancing government efficiency, inspired by a well-known email he sent five months ago, which sought input from federal employees about their weekly achievements.

“There’s something to be said about witnessing things firsthand, and how it catalyzes change,” Kpoe remarked, emphasizing the importance of operational efficiency within his department.

“My focus now is to integrate efficiency into our culture. It’s essential that it becomes a core value—a fundamental purpose of our organization,” he elaborated.

The Office of Personnel Management (OPM) plays a pivotal role as the primary HR agency that oversees human resource policies across various government sectors. In the early days of Musk’s Doge initiative, OPM’s involvement was crucial. The agency had previously contacted federal officials in February, demanding they report on five weekly accomplishments or face repercussions.

Kpoe acknowledged that while this email campaign started before his tenure, there’s a pressing need to refine it for better outcomes across the federal landscape. He indicated that the ultimate goal is to foster a “culture of accountability.”

With Musk’s departure from the federal government after Trump’s initial 100 days, the future trajectory of Doge’s mission remains uncertain. Beyond emails, Kpoe has plans to enhance efforts directed at cutting down on “waste, fraud, and abuse” within the external government environment.

“We need to ensure all these initiatives are operational,” Kpoe noted while discussing performance reviews and incentives.

News: About one-third of the workforce in the Human Resources Bureau has been downsized, totaling around 1,000 federal officials, with most departures occurring spontaneously. Meanwhile, 129 positions were eliminated through reductions.

Kpoe mentioned his vision for OPM includes a revamped bonus structure. Currently, many employees receive top ratings annually, but he pointed out that such a grading system felt “off.”

In recent times, OPM has seen a significant reduction in workforce, losing approximately a third of its staff by year’s end. Notably, around 80% of this was voluntary, though some positions, about 129, were cut due to a decrease in force. Officials stated these reductions were carefully considered to enhance operations and efficiency.

Transforming OPM is one challenge, but effecting widespread changes within the federal system presents another set of obstacles.

Even though Kpoe lacks direct authority over other agencies, he aspires for OPM to set a standard for other government entities.

“At the end of the day, we have to recognize that we don’t control the budget or other institutions,” he remarked. “Our ideas need to resonate for true change.”

“This could be the foundation for a kind of movement that I envision creating,” he concluded.
