OpenAI CEO Praises Chinese AI Development

In a recent interview with CNBC, Sam Altman, the CEO of OpenAI, described the advancements made by Chinese tech companies as “amazing.” He noted that their development in artificial intelligence is happening at a “blazingly fast” pace, particularly in the context of rising competition between the U.S. and China.

Altman pointed out that Chinese firms are progressing swiftly in various technological domains, with some nearing the cutting edge while others fall behind their Western peers. This statement comes at a pivotal moment as both countries strive for dominance in artificial general intelligence (AGI)—which is the point where AI systems can perform at human levels.

China is making significant investments in its semiconductor sector, aiming to establish local chip manufacturers that can rival major players like Nvidia. Meanwhile, Chinese AI companies have seen notable increases in their stock values lately, driven by investor optimism about their future.

Recently, reports highlighted challenges faced by Nvidia in selling its AI chips to Chinese firms, notably due to U.S. government restrictions aimed at preventing these technologies from reaching the Chinese military.

Concerns primarily revolve around restricting access to advanced chips for the Chinese military. Nvidia is in complex negotiations with U.S. authorities regarding licensing for its H200 AI chips intended for various Chinese businesses. These talks involve many stakeholders and a set of technical and regulatory stipulations.

Nvidia has described itself as a mediator between the U.S. government and potential clients, who must adhere to U.S. laws. A spokesperson emphasized, “We cannot accept or reject license terms on our own.” They also mentioned, “KYC is important, but it isn’t the main issue. For U.S. firms to sell successfully, the terms need to be commercially viable; otherwise, the market will lean towards foreign options.”

The ongoing tussle between the U.S. and China over AI control is also a key topic in an upcoming book by Wynton Hall, social media director at Breitbart News. The book, titled Code Red: Left, Right, China, and the Race to Control AI, delves into this critical subject.

Michael Shellenberger, an independent journalist, has called Code Red “an illuminating and disturbing exposé that reveals how AI could be weaponized against free societies.” He emphasizes the importance of discussing these issues before they spiral out of control.
