In a letter to Lander on February 6, Saker Chairman William Wattel wrote “material misrepresentation” to EDC, which allegedly conceals “significant activities” by the project's group-adup subsidiary. As a result, “two deferred prosecutor agreements with French financial prosecutors in 2023 and blocked by the World Bank Group in 2022,” Wachtel wrote in a letter obtained by the Post.
“I say “I see,” because I find it difficult to imagine the EDC and the mayor's contract services office (“MOCS”) intentionally awarding this size and importance,” Wachtel says.
Wachtel said the second reason for the disqualification was the joint venture's claim that it “operated” Stewart International Airport, the Port Authority airport in Hudson Valley.
“This claim is totally wrong,” Wattel said.
“In fact, Stewart Airport is run by Avports, the leading US airport operator owned by.
We headquartered in Goldman Sachs and Dulles International Airport, Virginia,” Wattel said.
“In 2019, Group ADP subsidiaries and Avports subsidiaries continue to operate the airport with the aim of marketing Stewart Airport more effectively and concessions of airport terminals and food concessions with Avports. We have established a business.”
Lander's Office declined to comment other than saying the new heliport agreement is under review.

The EDC defended a new contract with the Skyport Consortium in downtown, but said Saker's new objections are under consideration.

The EDC noted that ADP is part of the Future Stewart Partners, LLC, which operates Stewart International Airport and develops commercial concessions programs.
