Outrage Over Inability to Prevent Child Rapist, Who is Suspected of Killing Girl

France Faces Criticism Over Missing Girl Case

PARIS – France is facing backlash regarding the suspected murder of an 11-year-old girl, with accusations aimed at the justice system for failing to address previous rape claims against a man now in custody.

The search for the girl, named Rihanna by police, has gained national and political attention after she disappeared on May 29 following school in southwestern France.

Authorities noted that she was last seen wearing a black and white striped top, black shorts, and yellow socks featuring the branding of the “One Piece” manga series.

After six days of searching by police and volunteers, authorities announced the discovery of a child’s body in a remote section of a farm in the Gers region. The clothing was described as “similar” to what Rihanna was last seen in, prompting an autopsy.

President Emmanuel Macron expressed his shock over the incident while visiting Montenegro. He commented on the shortcomings of the system, breaking his usual practice of staying silent on domestic matters while abroad.

“Things did not happen as they should have happened. That is clear. Therefore, it is unacceptable,” Macron stated. “We cannot face her family and say that everything is fine.”

Reports indicate that a 41-year-old man, currently detained, was seen near Rihanna’s school in Fleurance and captured on surveillance cameras driving her in his vehicle. He allegedly told investigators he dropped her off at a municipal pool.

Ger region prosecutor Clemence Meyer revealed this week that Rihanna and her family had lodged multiple complaints against the suspect, including allegations of rape.

A medical evaluation and police interviews regarding rape allegations by a minor were conducted concerning the suspect in 2020, but the case was closed in 2024 owing to insufficient evidence, according to prosecutors.

The man was under investigation for a separate rape allegation when Rihanna went missing. Prosecutors mentioned that the child involved in the other investigation accused him of repeatedly assaulting her in 2024 and 2025, with the case fluctuating between jurisdictions.

Additionally, it was reported this week that another charge of minor rape had been filed against him.

The government has initiated an investigation into the delays in transferring casework between jurisdictions and the decision to send information on paper instead of electronically. Justice Minister Gerald Darmanin questioned why police did not follow through on orders and why action was not taken despite multiple complaints against the suspect over the months.

“It’s completely unacceptable,” Darmanin stated in a speech. “This situation reveals a significant dysfunction.”

He emphasized the need for better responsiveness to children’s concerns within the Ministry of Justice and related institutions.
