There was one person who took Reagan's SDI plan seriously: Mikhail Sergeyevich Gorbachev, the last leader of the Soviet Union before its dissolution.

As Gorbachev himself admitted, “SDI was a game changer because the Soviet Union would never be able to catch up with our technological know-how and scientific capabilities, and they would never have the money to build this system,” Levin said. .

Israel also recognized the benefits of the program.

“Unlike any other country on earth, the Israelis have a strategic missile defense system, thank God,” Levin said.
