Pennsylvania Governor Josh Shapiro begins campaign for 2026 while eyeing 2028 goals

Pennsylvania Governor Launches Re-election Campaign

Pennsylvania Governor Josh Shapiro officially kicked off his 2026 re-election campaign Thursday, an announcement that some view as a stepping stone toward a potential 2028 Democratic presidential run.

In a video released for the campaign launch, Shapiro highlighted his practical approach as governor, stressing his commitment to making significant changes for the residents of Pennsylvania. “We’ve accomplished remarkable work across the commonwealth, making a real difference. Pennsylvania is truly open for business,” he reiterated, echoing his unofficial slogan.

Shapiro also referenced the rebuilding of a major interstate overpass that collapsed in 2023, impacting one of the busiest highways in the country. “When disaster struck, many underestimated us. But I never did,” he said in the video. “Just 12 days after that collapse, we reopened the highway and welcomed tourists again. We managed to cut through red tape and rebuilt Interstate 95 swiftly, using materials from local companies and the expertise of union members.” Perhaps this kind of decisive action will resonate well with the voters.

He further pointed to his bipartisan achievements, acknowledging that even with a divided Legislature, they have worked together to tackle issues that have been stalled for years. “Still, there’s always more work to be done. We need to help more people, protect our citizens better, and focus on infrastructure,” Shapiro remarked.

Following this announcement, he is set to hold campaign events in both Pittsburgh and Philadelphia. Notably, his campaign revealed that he raised $10 million in the last quarter of the previous year, starting this year with over $30 million in funds. That’s quite impressive, if you think about it.

The governor, previously serving as Pennsylvania’s attorney general, won a notable gubernatorial election four years ago, defeating Republican Doug Mastriano by 15 points. This time around, he is likely to face Republican challenger Stacey Garrity in November.

Garrity’s team voiced concerns about Shapiro’s approach, suggesting he has focused on fundraising from wealthy donors instead of addressing critical issues in the state. “Less than half of our eighth graders are reading at grade level, thousands of bridges are in poor condition, and families here carry the highest tax burden in the country,” said Matt Beynon, a top adviser for Garrity.

However, Shapiro enters this campaign season with strong support, maintaining positive polling ratings. His campaign claims he is in a position of “unprecedented strength” thanks to impressive fundraising efforts. They noted that he has raised more money and reported a higher end-of-year cash balance than any Pennsylvania gubernatorial candidate in an off-year.

If Shapiro secures a strong victory in November, it could pave the way for a promising run in the highly contested Democratic presidential nomination in 2028, especially with potential high-profile candidates like Gavin Newsom and Kamala Harris in the mix.

Joe Caiazzo, a seasoned Democratic strategist, noted that anyone eyeing a presidential bid will be scrutinized based on their home state performance. “Those interests will definitely be in the spotlight,” he suggested, which seems fair enough.

Throughout 2025, Shapiro worked on solidifying his influence within the state party, recruiting candidates for congressional races, and supporting Democrats in local elections. His efforts have heightened his national visibility, adding to the buzz around a possible presidential run.

On the other hand, Garrity’s campaign warned Shapiro about overextending himself with multiple office aspirations. “The political graveyard is full of candidates who miscalculated and tried to run for too many positions at once,” cautioned John Brabender, a Republican consultant advising Garrity.
