Portland Police Chief Responds to Gang Ties in Shooting Case

Portland Police Chief Bob Day became emotional during a recent press conference as he revealed details about two undocumented immigrants who were shot and killed by federal immigration enforcement agents. It turns out they had connections to the Venezuelan gang Tren de Aragua (TdA).

Day confirmed that the Department of Homeland Security identified the individuals, Luis David Nico Moncada and Yorlenis Bezavez Zambrano Contreras, as illegal immigrants from Venezuela linked to criminal activities associated with the TdA. Reports indicate that Moncada, who was the driver, allegedly attempted to run over an officer, prompting the officer to fire in self-defense, leading to both men being shot and killed by U.S. Customs and Border Protection agents.

“They do have some connection to their involvement with the TdA. We can confirm that,” Day said, visibly shaken.

Day also reflected on his reluctance to disclose this information initially due to concerns about “historical injustice of victim blaming” from law enforcement, including within his own department.

“I just want to talk a bit to my Latinx community,” he added, expressing his sadness at feeling the need to justify his comments. “I understand, or at least I try to understand, your voices, your concerns, your fears, your anger,” he stated, wiping tears from his face as he spoke.

He clarified that this information should not be interpreted as an excuse for the actions taken during the incident, which is still under investigation. “It’s vital that we uphold the rule of law and focus on the facts to maintain public trust,” he emphasized.

Both suspects are currently hospitalized in stable condition and remain in federal custody. “They appear to be recovering, and we are thankful for that,” Day mentioned.

In a related note, DHS refuted earlier rumors claiming the two were in a romantic relationship, labeling those reports as “annoying lies.” Instead, they clarified that Moncada is suspected of gang affiliations, while Zambrano-Contreras may have connections to prostitution activities related to the TdA.

Day acknowledged previous criticism regarding the police department’s response to violence in the city. He had stated that while his unit wouldn’t actively assist immigration enforcement, they still bear the responsibility for maintaining public safety during local protests.
