President Biden appeared frozen during a Juneteenth celebration at the White House on Monday.
Biden, 81, was photographed standing stony still as those around him, including Vice President Kamala Harris, clapped and danced to a concert by gospel singer Kirk Franklin.
The video shows Biden staring blankly for about 30 seconds, not moving. Then Philonise Floyd, the brother of George Floyd, the man who sparked riots across the US in 2020, notices the president and puts his arm around him. When Floyd leans forward to say something, Biden smiles, and after a few words, the two men bump fists.

“Why isn’t Biden acting?” the Republican National Committee’s breaking news account asked on X.
“The lights are on but no one is home,” the Trump campaign posted.
