Putin seeks to leverage Moldova to weaken Ukraine and NATO

Recently, Russian intelligence agencies claimed that NATO characterizes Moldova as being involved in an “armed conflict” against Russia. They further suggested that Moldova’s intelligence agency is colluding with Ukraine to undermine its larger neighbor.

These allegations are part of a longstanding narrative from the Kremlin aimed at justifying military actions against Moldova.

As President Trump intensifies pressure on Moscow, Russian President Vladimir Putin seems to be seizing opportunities to confront Washington. Moldova appears to be a focal point for this strategy. The U.S. and its allies should brace for potential Russian meddling in Moldova’s upcoming elections in September.

Russia has a history of interference in Moldova, which is situated on the eastern flank of NATO, bordered by the vulnerable territory of Ukraine and Romania. By maintaining influence there, Moscow can simultaneously pose a threat to both Ukraine and NATO while also obstructing Moldova’s western aspirations for EU membership.

Having observed Putin’s tactics, it’s clear that Moldova’s recent presidential election experienced significant Kremlin interference, resulting in conditions that many described as unprecedented. Reports indicated issues with vote buying, with allegations that pro-Russian oligarchs like Iran Scholl funneled approximately $39 million into these activities in a nation of roughly 2.5 million residents.

Following Russia’s halting of exports to Moldova after its full-scale invasion of Ukraine in February 2022, gasoline prices skyrocketed sevenfold, and inflation jumped to about 35%. The opposition parties also utilized the economic distress to foster unrest and discontent with the Moldovan government, amplifying the effects of Russia’s aggressive energy policies.

The opposition group organized protests demanding President Maia Sandu’s resignation, raising doubts about the authenticity of these demonstrations, as participants were reportedly paid up to 80 euros a night. For context, the average Moldovan earns less than 740 euros monthly.

The U.S. government has recognized the campaign’s existence to manipulate American and allied nations against Moldova.

Russia aims to exploit economic difficulties to bolster its information campaigns, trying to persuade Moldovans that it is a more trustworthy partner than the U.S. or Europe. Similar tactics are likely to be employed in Moldova’s parliamentary elections this fall.

Additionally, Russia has a history of freezing conflicts. Transnistria, a breakaway region within Moldova, enjoys Moscow’s economic and military backing. Leaders in Transnistria actively support Kremlin objectives, which contributes to instability in Moldova. Russia maintains about 1,500 troops there, adding pressure on Moldovan security.

Moldova’s president warned in June that Russia could escalate tensions in Transnistria as elections draw near, stating that should Russia solidify its control, Moldova could become a launchpad for hybrid warfare against the EU. This sentiment reflects concerns that Russia could manipulate the Transnistrian population to influence Moldova directly.

According to Prime Minister Dorin Ressine, the potential establishment of a pro-Russian government in Moldova could allow for up to 10,000 Russian troops to be stationed in Transnistria. He noted ongoing efforts aimed at undermining Moldova’s democratic processes, fearing that similar tactics used in the presidential elections could continue into parliamentary contests.

These warnings echo sentiments from Ukrainian President Volodymyr Zelensky, who suggests that Russia’s ambitions may extend to capturing the Odesa region as a means to further threaten Moldova and Romania. This scenario puts Putin in a precarious position on both sides of the Moldova-Ukraine border.

The West can play a crucial role in safeguarding Moldova’s democracy but needs to recognize Russia’s hybrid warfare methods and respond effectively to counter Moscow’s influence.

To start, the U.S. should provide legal and technical support to Moldovan officials as they investigate illicit financial channels linking Russia to pro-Russian parties. This could help shield future elections from external interference. Furthermore, Western nations ought to launch their own strategies to counter Russian misinformation and diminish its sway in the region.

As Trump discusses a ceasefire in Ukraine with Putin, the Kremlin appears to be testing Washington’s resolve and searching for new avenues to disrupt EU unity. Exploiting political chaos in Moldova is part of this broader strategy. In September, it will be crucial for Trump and European allies to assert their authority and place Putin on the defensive.
