Ransomware negotiator taken into custody on federal allegations as FBI investigates hacking of employee records

A Canadian cybersecurity executive who focuses on negotiating with ransomware hackers has been arrested on federal charges in Pennsylvania.

Edward Dubrovsky, aged 54, was taken into custody on Thursday in the Philadelphia area, as indicated by federal court documents reported by Reuters. His arrest aligns with an FBI investigation into a hacking group known as ShinyHunters, which recently asserted that it stole sensitive information on nearly all FBI employees. However, authorities have not confirmed if Dubrovsky’s arrest is related to this case.

FBI Director Kash Patel shared on Friday via a post on X that agents had also arrested another suspected associate of ShinyHunters, a group believed to be tied to a recent breach involving the FBI’s jobs website.

“Our agents in the field have arrested another suspected co-conspirator of the ShinyHunters group – the group believed to be responsible for the recent FBIjobs.gov incident, which occurred on a platform managed by a third-party vendor,” Patel wrote.

Patel indicated that this arrest is just one of several recent actions against the network, showing the FBI’s efforts to dismantle the group and explore further leads. He did not name the arrested individual, nor have authorities confirmed if Dubrovsky is the suspect he referred to.

The federal court records from the Eastern District of Pennsylvania outline charges related to conspiracy to threaten the confidentiality of information with the aim of extorting money, as well as interference with commerce, according to Reuters.

The underlying details of the federal charges are somewhat murky since the criminal case in the Eastern District of Texas is sealed.

A federal order issued on Thursday in Pennsylvania reveals that prosecutors sought the defendant’s detention, leading a judge to order him held pending a hearing in the Eastern District of Texas.

A follow-up order from Friday instructed the US Marshals Service to transport Dubrovsky to Texas for additional proceedings.

According to the Federal Bureau of Prisons’ online locator, Dubrovsky is currently held at the Federal Detention Center in Philadelphia, with his release date listed as unknown.

Professionally, Dubrovsky’s background involves negotiating with cybercriminals regarding ransom demands, as per his LinkedIn profile.

His profile states that he is affiliated with CyberSteward, a cybersecurity firm that promotes services in negotiating with threat actors, managing cyber extortion, and facilitating settlements.
