Report reveals Cuba's long history of spying and undermining efforts to promote Marxism in the U.S.

Cuba Accused of Espionage and Extremism Influence on U.S.

The U.S. Department of State has put out a report alleging that Cuba has been actively involved in fostering left-wing, communist extremism in the United States and has established a complex espionage network aimed at undermining American interests.

Secretary of State Marco Rubio, who has Cuban American heritage, shared on X about the report, noting that, “For more than six decades, the Cuban regime has been the leading sponsor of radical leftism and Third Worldism in the United States.” He emphasized the need for the American public to be aware of the extensive history of Cuban espionage and subversion.

Chapter I: The Revolutionary State

The 100-page document asserts that Cuba has engaged in a long-standing campaign of espionage and revolutionary activities aimed at the U.S.

According to the report, “For over half a century, this small island nation with a chronically failing economy has operated at the center of a vast hemispheric network. The Cubans trained and armed tens of thousands of left-wing guerillas, oversaw violent insurgencies, and supported extremist attacks across the United States.”

Chapter II: Birth of a New Left

The report claims that Cuba has contributed to the emergence of a “new left” in America. It references Che Guevara’s 1967 call for revolutionary violence, which coincided with a notable rise in left-wing violence in the U.S.

The document cited Fidel Castro expressing, “I swore to myself that the Americans were going to pay dearly for what they were doing. When this war is over, a much wider and bigger war will begin for me: the war that I’m going to launch against them.”

Chapter III: Exporting Revolution

The report outlines Cuba’s involvement in global revolutionary movements, providing training, funding, and support to various groups:

  • Guerrilla organizations across Latin America;
  • The Sandinista movement in Nicaragua;
  • Militant groups in Puerto Rico;
  • Revolutionary factions in Venezuela;
  • Insurgent entities in Africa.

Chapter IV: An Espionage Empire

Cuba’s intelligence service, the Dirección de Inteligencia (DI), is described as one of the most effective in penetrating U.S. entities, according to the Department of State. Various significant espionage cases illustrate this success:

  • Victor Manuel Rocha, a diplomat arrested in 2023, admitted to working as an illegal agent for Cuba for 40 years;
  • Ana Belén Montes, who spied for Cuba during her tenure at the Defense Intelligence Agency before her arrest in 2001;
  • Walter Myers and his wife, Gwendolyn, arrested in 2009 after nearly three decades of spying;
  • The Wasp Network, a significant Cuban spy ring uncovered in 1998.

Chapter V: Revolutionary Tourism

The report also discusses initiatives like the Venceremos Brigade, which aimed to cultivate American-Cuban solidarity, as a method for recruiting and educating activists and identifying potential intelligence assets.

The document pointed out that this moment coincided with a shift among American leftists towards more militant approaches, including members from the brigade who later became influential figures.

Chapter VI: Racial Revolution

Cuba’s connection to Black revolutionary movements in the U.S. is highlighted, including relationships with groups such as the Black Panther Party and Black Lives Matter.

Activist Stokely Carmichael is quoted, stating, “We look upon Cuba as a shining example of hope in our hemisphere,” linking their struggles to broader liberation movements.

Chapter VII: Front Groups and Fellow Travelers

The report includes assertions that the Cuban regime has invested heavily in various ideological groups targeting the U.S., which have contributed to the training and support of numerous left-wing activists.

Chapter VIII: Anti-American Internationale

Lastly, the report argues that Cuba acts as a critical hub connecting numerous governments and movements antagonistic to U.S. interests, working together with countries like Russia, China, and Iran.

This release follows remarks by President Trump opposing communism, particularly in light of recent elections where self-identified Democratic socialists were endorsed by some notable political figures.
