Call for Judicial Accountability Following Fatal Stabbing
Republican lawmakers in North Carolina are pressing for the removal of judges linked to the release of violent offenders involved in the deadly stabbing of Ukrainian refugee Irina Zaltoska.
Ten members of the House GOP signed a letter proposing a formal lawsuit against Magistrate Judge Teresa Stokes for a “reckless” ruling that allowed DeCarlos Brown Jr. to be released on cashless bail. This decision was made despite Stokes being aware of his extensive criminal background and mental health issues, as noted by Rep. Tim Moore (R-NC) on X.
The letter directed to Supreme Court Judge Roy Wiggins criticized Stokes’ decision made after Brown Jr.’s January arrest, which let him go based solely on a “written promise” to appear in future court dates—a choice that had “devastating consequences.”
“Mr. Zaltoska’s murder was not only a profound personal tragedy but also a direct result of failures in judicial responsibility,” the letter asserted.
Co-signers included Virginia Fox, David Loser, Richard Hudson, Chuck Edwards, Gregory F. Murphy, Addison P. McDowell, Mark Harris, Pat Harrigan, and Brad Knott.
Moore, leading the charge, expressed the need for accountability in the judicial system. “This tragedy was preventable, and we must ensure accountability. North Carolinians deserve better,” he wrote on X.
Brown Jr., 34, has a record of at least 14 arrests in North Carolina for various offenses, including assault and possession of firearms, dating back to 2007.
This history includes a prison sentence for armed robbery in 2014, after which he was released in 2020, only to face further legal issues after an incident with his sister five months later.
Recently, Brown Jr. was arrested for making false 911 calls, bizarrely claiming he was controlled by an “artificial” device. Even after this incident, Stokes released him on cashless bail two days later, requiring only a signed promise to appear in court.
Free on bail since August 22, Brown Jr. brutally stabbed Zaltoska during an unprovoked attack as she rode the Charlotte Light Rail home from work at Zepeddie’s Pizza.
The disturbing video captured him attacking her while she was distracted on her phone, leading to fatal injuries sustained to her neck.
Currently, Brown Jr. is in custody at the Mecklenburg County Jail facing murder charges.
Zaltoska was evacuated to the U.S. in 2022 following the invasion of her home country by Russia.
The mother of the accused stated that her son struggles with schizophrenia and shouldn’t have been released. His brother noted that the judicial system could have prevented such a tragedy, emphasizing the need for stricter measures given Brown Jr.’s mental health challenges.
U.S. Attorney General Pam Bondy recently announced federal criminal charges against Brown Jr., describing Zaltoska’s murder as a consequence of lenient criminal policies that endanger innocent lives.
The national attention on this case has reached the White House, with President Trump labeling Brown Jr. a “madman,” stressing the need to confront evil in society and extending condolences to Zaltoska’s family.
