The chair noted that, according to the subcommittee's November report, Cuban, Haitian, and Nicaraguan nationals, known as CHNV, were used to allow more than 530,000 immigrants from these countries into the United States. He took particular issue with the parole program for Venezuelans.
The CHNV program was launched by the Biden administration in January 2023 and allows up to 30,000 immigrants from Cuba, Haiti, Nicaragua, and Venezuela to enter the United States each month. It was suspended by the government in July over concerns of fraud, but was reinstated just a few weeks later.
