A national security-oriented nonprofit has unveiled a detailed report that claims a particular US-based organization is jeopardizing America’s energy landscape, supporting progressive green initiatives, and inadvertently aiding China’s objectives. This report, by State Armor, examines the Energy Foundation China, which is officially located in San Francisco but mainly operates with a workforce based in Beijing as a registered 501(c)(3) nonprofit.

According to the findings, the Energy Foundation China, which rebranded from its original name after transferring much of its US operations to the US Energy Foundation in 2019, utilizes the names “Energy Foundation China” or simply “China” to differentiate itself from its former US counterpart. It was founded by climate advocate Hal Harvey, who has extensive connections with various left-leaning organizations in China.

State Armor’s investigation reveals that the Energy Foundation China allocates millions of dollars each year to support climate advocacy groups such as the Rocky Mountain Institute (RMI) and the Natural Resources Defense Council (NRDC), with the latter focusing on practices related to foreign agents and their registration requirements influenced by Chinese policies.

The Rocky Mountain Institute notably produced influential studies that have been referenced by several Democrats to promote limits on gas stoves, including citations made by President Biden’s Department of Energy. Earlier this year, there were calls to investigate the Energy Foundation China, highlighting its significant financial contributions to US climate initiatives and environmental organizations.

Connections to Chinese Interests and Advocacy

Critics point out how the Energy Foundation China has taken measures to pressure companies like Bayer regarding pesticides, potentially pushing them out of the US market and increasing reliance on Chinese suppliers. Furthermore, the organization has funneled millions to the International Council on Clean Energy Transport (ICCT) to drive initiatives like enhancing infrastructure for battery-powered trucks.

In a report published in 2023, it was noted that the Energy Foundation had sent substantial financial support to Washington-based environmental causes, including a notable transfer of $480,000 for clean transportation initiatives.

Various experts and officials, including House Speaker Mike Johnson and former national security advisor Josh Hodges, have commented on the potential implications of these findings. They suggest that the Energy Foundation China exemplifies the Chinese Communist Party’s (CCP) strategy to extend their influence over American businesses and energy sources.

Hodges stated that through supposedly charitable networks, China aims to shift the US away from reliable domestic energy supplies towards dependence on Chinese imports, a concern echoed by others in national security circles.

Insights from the report reveal that the CCP may have penetrated US political and industrial sectors so deeply that any administration change might not alter the current trajectory toward reliance on Chinese technology, as noted by China’s climate envoy, Liu Zenmin.

Will Hild, executive director at Consumers’ Research, emphasized that these activities are part of a broader agenda that undermines US energy independence in favor of China’s interests. The implications of such a shift raise alarms about the reliability and security of American energy sources.

In light of these alarming connections, the Energy Foundation China’s leadership, along with board members linked to the CCP, raises additional concerns about the potential influence on US policy and infrastructure regarding climate initiatives.

Citing specific examples, the report discusses instances where the Energy Foundation China has engaged with US officials, including notable interactions with California’s Governor Gavin Newsom, which were framed as promoting bilateral cooperation on low-carbon initiatives.

Official Responses and Future Actions

The executive director of the Energy Foundation China defended its position, asserting that it acts as an independent organization dedicated to climate research without direct influence from the Chinese government. They claim that their focus on climate change and emissions reduction is crucial for global stability, irrespective of geopolitical tensions.

The report by State Armor has prompted various congressional members to urge prompt scrutiny of these links, arguing that the Energy Foundation China should not be allowed to operate without transparency regarding its connections and funding practices.

As concerns about national energy security continue to rise, the interplay between these interactions will likely remain an ongoing topic of discussion among lawmakers and national security experts alike.
