Sen. Joni Ernst's Legislation to Strengthen Domestic Manufacturing Progresses in Senate

Senator Joni Ernst’s Bipartisan Manufacturing Bill Advances

Senator Joni Ernst’s bipartisan legislation designed to enhance domestic manufacturing has made strides in the Senate Commerce Committee and is anticipated to pass in the Senate shortly.

The Senate Commerce Committee moved forward with Ernst and Senator Lisa Blunt Rochester’s Critical Infrastructure Manufacturing Feasibility Method. This bill aims to drive investment and job creation by examining key imported goods with commerce secretaries and exploring options for domestic producers in rural and industrial areas.

Promoted through Senate “hotline” procedures, the bill is expected to pass with unanimous consent.

Supporters from the Hawkeye Conservatives argue that this legislation is crucial not only for job creation but also for ensuring national security.

“I’m really excited about the Critical Infrastructure Manufacturing Feasibility Method,” Ernst expressed in a statement. “It’s a significant step toward bringing our supply chains back home, boosting domestic manufacturing, and reducing reliance on foreign suppliers for essential goods. It’s about finding ways for American companies to source materials locally instead of halfway around the world, which enhances both economic and national security.”

This bill works alongside another of Ernst’s initiatives, the Made in America Manufacturing Act (MAMFA). This measure also enjoys bipartisan support and aims to double the loan cap for Small Business Administration (SBA) loans from $5 million to $10 million for small manufacturers. The goal is to provide capital that enables modernization, growth, and training for the next generation of American workers.

Moreover, Ernst is advocating for a third initiative, the Mapping of American Pharmaceutical Supply Act, which seeks to safeguard the healthcare supply chain, addressing the U.S. reliance on China in this area.

A report highlighted by Ernst earlier noted that the manufacturing loans have seen significant growth, outpacing figures from Trump’s inauguration. These loans are crucial for small businesses, enabling them to invest in new equipment and expand their workforce, thereby fueling business growth. She emphasized that small manufacturers account for a substantial majority—98%—of U.S. manufacturing enterprises.

Testimony from Kelly Loeffler, a small business manager, underscored the necessity of strengthening American manufacturing, stating that it “empowers job creators who will rejuvenate American manufacturing and restructure critical supply chains.”

She continued, “We are not catering to globalist agendas or partisan interests. Instead, we are prioritizing small defense manufacturers and local businesses that take risks to achieve the American dream. With support like President Trump’s, we can foster a revival in American industry.”

The 2025 Made in America Manufacturing Finance Act underscores the country’s commitment to revitalizing its manufacturing infrastructure and enhancing employment and supply chain resilience.

She concluded, “It’s straightforward, responsive, and exactly what job creators and lenders have been seeking.”
