Senate GOP strategy emerges in shutdown fight: 'Let Schumer be Schumer'

Senate Republicans are making an effort to pressure Democrats regarding government funding, believing that Senate Minority Leader Chuck Schumer’s talkative nature provides them with an edge.

The GOP is moving forward with a “clean” spending suspension bill, and several Republican sources express hope that Democratic leaders will continue to amplify concerns about potential government shutdowns.

Senator Sherry Moore Capito from West Virginia remarked, “I think he’s disconnected from reality in many areas. People don’t want dysfunction or shutdowns. They want representatives who understand their issues.”

She added, “Sure, it’s fine for him to communicate.”

Republican aides are even more pointed, stating, “Let’s make Schumer a Schumer.”

Half a year after a surprising vote from Democrats favoring a year-long spending halt, party leaders appear steadfast in their demands, facing looming closures not seen in nearly seven years.

The focus is on extending Affordable Care Act grants that are set to expire soon.

Schumer has his own political hurdles. Back in March, questions arose about his leadership within the Democratic caucus after he collaborated with Minority Leader Hakeem Jeffries and endorsed a simplified continuing resolution.

This situation has also drawn attention due to the New York mayoral race, stirring speculation about lawmaker Alexandria Ocasio-Cortez possibly challenging Schumer in the future.

As time runs out and tensions escalate, Republicans are pleased that Schumer’s words, particularly his recent speeches and comments, have failed to rally support for the clean resolution, framing it as irresponsible to avoid keeping the government running.

One Republican acknowledged, “It’s a kind of strategy we have.” They believe Democrats are in a tough spot, feeling pressured by their base while trying to keep the government operational.

Republicans also hark back to their previous efforts regarding the ACA, equating Schumer’s push to include its grants with less-than-successful conservative initiatives.

Thune commented on how Republicans view the Democratic approach: “They’re hijacking bipartisan funding solutions and making them partisan.” He pointed out that Democrats have successfully passed clean resolutions multiple times before. “It’s not a sustainable position if we want to effectively fund the government.”

New York Democrats counter that this time, a clean bill simply won’t suffice, stressing that the circumstances are “very different” now, especially given the unpopularity of prior GOP proposals.

Democrats have also moved to further disrupt Republicans by releasing their own budget resolutions incorporating what Republican leaders call partisan priorities.

Following a discussion with leadership, Schumer and Jeffreys sent letters to GOP leaders, facing criticism for their stance.

“Republicans call their bill a ‘clean’ CR, but ‘clean’ is the wrong term. It’s a partisan initiative. This isn’t just the Democrats’ view; the public is against the current situation,” a Democratic spokesperson noted.

Donald Trump had reassured Republicans, saying he would negotiate with Democrats. “Democrats don’t want a shutdown, but Republicans can’t exclude them from the process and act like it’s business as usual,” he stated.

If the House passes the CR soon, Thune plans to bring it to consideration. There’s urgency, as Democrats need to push forward—the first vote could occur shortly after next week.

This situation resonates well with Republicans, who appreciate Schumer’s rhetoric during this politically precarious moment.

Senator Kevin Kramer remarked, “He’s in a particularly unstable political position. I think he realizes he’s vulnerable, which is paralysis and not effective in communication.”

“He’s just a mess,” Kramer added. “It’s a politically impossible situation for him.”
