Federal Charges for Mexican National Following Violent Confrontation in Los Angeles

A Mexican national residing illegally in the U.S. is facing federal charges after a violent incident in South Los Angeles. According to the U.S. Attorney’s Office for the Central District of California, Carlitos Ricardo Parias, 44, allegedly rammed his vehicle into law enforcement during an immigration arrest attempt, resulting in injuries to both himself and a Deputy U.S. Marshal.

Parias was charged with assault on a federal officer in a complaint filed Wednesday. He had previously entered the U.S. illegally and was living in South Los Angeles at the time of the incident.

Interestingly, Parias has gained attention through his TikTok account, @richardla18, where he shares videos documenting ICE enforcement actions and the detentions of others in similar situations. Some of his videos have attracted hundreds of thousands of views, featuring him filming agents from afar and sometimes narrating in Spanish, urging viewers to “know their rights.”

Supporters of Parias label him a “citizen journalist,” but critics contend that his actions often verge on provocation. His videos sometimes display him confronting officers aggressively, questioning them during arrests, and broadcasting sensitive situations live.

In a somewhat ironic twist, just a few months ago, Parias received a “Certificate of Recognition” from Los Angeles City Councilmember Curren Price’s office for his anti-ICE efforts, particularly those involving documentation of ICE operations in the area.

The violent encounter occurred Tuesday morning, escalating into a standoff that involved gunfire, leaving both Parias and a Deputy Marshal injured. Parias was shot in the elbow, while the Marshal was hit by a ricocheted bullet during the altercation.

“A vehicle is a deadly weapon,” remarked Acting United States Attorney Bill Essayli. “If it is used against federal agents, not only will you face years in federal prison, but you also face the possibility of deadly force being used against you.”

According to documents related to the case, federal agents had been surveilling Parias, who was wanted under an administrative immigration arrest warrant, after evading capture previously. They saw him leave a residence and enter a gray Toyota Camry, driving off eastbound.

Law enforcement quickly responded by blocking his path. When Parias recognized the authorities, he reversed, but was soon surrounded by additional vehicles, leaving him trapped. When ordered to exit the vehicle, Parias refused and instead began ramming the Camry into the law enforcement vehicles around him. As tension increased, one agent attempted to break the driver’s side window to gain access.

Instead of surrendering, Parias continued driving aggressively, creating thick smoke and sending debris into the air, which heightened the agents’ concerns for their safety. His erratic driving led them to believe he might lose control and create further danger to those around him.

During the confrontation, a federal agent opened fire, wounding Parias and inadvertently hitting a deputy U.S. Marshal with a ricochet. Both are expected to recover from their injuries.

Parias is scheduled to make his initial court appearance in Los Angeles on Thursday and could face up to eight years in federal prison if convicted.

The case is currently under investigation by Homeland Security Investigations and the FBI, with assistance from U.S. Immigration and Customs Enforcement and additional federal agencies.
