A homeless shelter in Los Angeles, criticized as a “meth mansion,” is facing significant scrutiny. This facility has sparked worries among local residents, business owners, and law enforcement about rising violence and drug use in its vicinity.

Located at 442 S. Crocker St. in downtown Los Angeles, the Skid Row Care Campus was set up by the county in an effort to tackle homelessness in the area. According to public records, it was meant to function as a “safe service space and harm reduction health hub.” The facility offers a variety of services, including healthcare, recovery beds, showers, laundry facilities, case management, and harm reduction resources.

Operated by Homeless Healthcare Los Angeles, Social Model Recovery Systems, and Wesley Health Center, the campus has an annual operating cost of approximately $26 million, as indicated by the Los Angeles County Department of Health.

However, recent reports, including one from FOX 11 Los Angeles, reveal a growing security crisis around the campus. They highlight outdoor drug use, overdoses, and increasing violent crimes in the area.

Escalating Violence Signals Alarm

According to reports, LAPD responded nearly 700 times to the 400 and 500 blocks of Crocker Street this year alone, averaging about six calls per day. Additionally, four homicides were recorded in those blocks during the first four months of 2026.

Lt. Kelly Muniz, from the LAPD’s Central Division, emphasized the significance of these figures. “Anytime there are four murders in the same area, everyone should be on alert,” she stated. “It doesn’t matter what the socio-economic status is; we’re talking about two small blocks.”

Further coverage included aerial footage showing individuals using drugs in public, emergency personnel responding to overdoses, and suspected drug dealing — all happening near the shelter.

Local business leaders are expressing frustration about the ongoing chaotic scene. Estela Lopez, executive director of the Downtown Industrial Business Improvement District, described the situation vividly: “It’s just mayhem. It’s 24/7,” noting a variety of disturbing activities happening daily.

Community Outcry and Government Accountability

David Fleming, a downtown resident, voiced his concerns, remarking on the public safety issues stemming from outdoor drug use and related activities. “Don’t trust the county or city when they say they want to provide some service to your neighborhood,” he advised.

Lopez pointed out that while crime has long been a challenge in Skid Row, the current conditions near the Care Campus are particularly alarming. She expressed the view that, despite the perceived oversight by police and emergency services, officials have failed to ensure accountability for the facility’s impact on the community.

She recalled raising concerns about another county-supported facility years prior, which, she believes, were overlooked before inaugurating the larger campus on Crocker Street. “This is not our first facility,” Lopez stated, stressing the need for substantial action if the area is to see any improvement.

The shelter’s ongoing troubles have reignited discussions around harm reduction strategies designed to diminish the impact of drug use through various supportive services. Meanwhile, City Councilwoman Isabel Jurado, whose district encompasses the campus, defended its mission, asserting that the facility aims to provide essential services to a historically neglected area.

Jurado emphasized that the solution isn’t about criminalizing poverty. “You can’t solve Skid Row by pushing people from block to block,” she noted, highlighting the importance of dignity and safety for all community members, including residents and business owners.

County and Mayor’s Response

Los Angeles Mayor Karen Bass acknowledged the community’s concerns while maintaining that the facility is a county-operated site. Bass assured the public that discussions are ongoing regarding the issues at the campus.

In their defense, Los Angeles County officials reiterated their commitment to safety, stating that they take community concerns seriously. They noted increased security measures in the area and collaboration with the LAPD to enhance support and safety.
