SoCal police chief at risk of being removed due to holiday party striptease event

A police chief in Southern California is facing criticism due to a striptease incident at a holiday party for the Chula Vista police department.

Roxana Kennedy, the chief, allegedly placed two $1 bills in the pockets of shirtless officers during a December 13 celebration. Her attorney, Corey Briggs, defended her actions, stating she bowed and returned to her seat while the crowd laughed and cheered.

Following this event, Ms. Kennedy took sick leave at the end of January, leading to speculation about her job security. Briggs contended that she is being targeted in a prolonged effort to force her resignation.

The situation escalated during the holiday party, where off-duty officers engaged in a dance-off, and Kennedy reportedly slipped money to one officer who was topless. Briggs expressed his frustration over how their playful interactions have been misconstrued, stating, “What used to be cheerful, joking, and innocent among adults has now been twisted into something it is not.”

He also sent a letter to city officials requesting that all evidence concerning alleged misconduct toward the chief be preserved. The city responded, expressing concern regarding the accusations and dismissing the claims while requesting preservation of evidence, including emails.

Chula Vista Mayor John McCann, fresh from military deployment, stood up for Ms. Kennedy, praising her leadership and urging for a return to positive direction in the city.

Having served in the department for over 30 years, Kennedy has been its chief since 2016. Amid the current turmoil, David Martinez, a police sergeant and union president, confirmed that the union unanimously supports her.

Currently on medical leave since January 23, Kennedy has addressed rumors about her return, insisting she is not on administrative leave and has no intention of retiring. The city noted they cannot discuss specific actions or personnel matters regarding the recent holiday party due to legal constraints.
