Cooperation in Extraditing Undocumented Immigrant Requested by DHS

The Department of Homeland Security (DHS) is urging Virginia’s Democratic Governor Abigail Spanberger to work with local law enforcement for the extradition of an undocumented immigrant with a significant criminal background. This request follows the tragic death of a woman at a Virginia bus stop earlier this week, which the immigrant allegedly caused.

In Fairfax County, police arrested a Sierra Leonean undocumented immigrant on suspicion of second-degree murder after he fatally stabbed 41-year-old Stephanie Minter. Authorities discovered her body with serious injuries at a bus stop. The suspect, identified as Abdul Jallow, 32, has an extensive criminal record with over 30 arrests, including charges of rape, aggravated assault, and pickpocketing.

This request from the Trump administration emerges shortly after the newly appointed governor enacted an executive order that curtails collaboration between state and local law enforcement and federal immigration officials. This aligns with actions from other Democratic governors as President Trump seeks to intensify deportation efforts nationwide.

DHS’s plea for cooperation also arises from a previous incident in December, where an undocumented immigrant killed a person just days after being released from unrelated charges.

Deputy Assistant Secretary Lauren Biss commented, “We are calling on Virginia Governor Abigail Spanberger and politicians to ensure this violent career criminal remains detained without informing ICE.” She criticized the governor’s recent remarks about ICE law enforcement, implying that such a stance could hinder the protection of Americans.

Attempts to reach representatives for Governor Spanberger went unanswered. Regarding Jallow, DHS noted that he entered the U.S. illegally in 2012. An immigration complaint against him was filed in 2020, resulting in a judge’s order for his removal to any country except Sierra Leone.

In a related note, DHS referenced the case of Marvin Morales Ortez, an undocumented immigrant from El Salvador, who was charged with murder just after being released from jail. Despite being in custody for aggravated assault, he was freed when local authorities dropped the charges. There was a lack of communication between the sheriff’s office and ICE, leading to questions about the handling of such cases.

The Fairfax County Sheriff’s Office has stated that it complies with all relevant laws when making decisions about releasing individuals from custody. They added that ICE is notified as soon as a person is registered with their facility.
