Two maintenance workers called police after finding a nonverbal 2-year-old girl bound with duct tape while servicing a dishwasher at a Houston apartment, police said.
According to the criminal complaint, the child suffered injuries indicating physical abuse, psychological abuse and neglect, including bleeding on the brain due to head trauma. She had damaged her kidneys from malnutrition and her weight was comparable to that of an average one-year-old child.
Doctors said the girl might not have survived the night if she had not been taken to the hospital, court documents state.
Maintenance workers told police they visited the apartment on Nov. 28, 2023, after receiving a work order. While repairing the dishwasher, they allegedly heard a child crying and found the child lying on the living room floor with “duct tape wrapped around his legs.”

Witnesses saw the infant covered with a blanket and when they removed it, they saw his legs were tied, the complaint states. They took photos and videos, left the apartment and called authorities, police said.
Toniesha Desha Perkins, the girl's cousin. Kenley Joseph Flukers, Parkin's boyfriend. According to the Harris County Sheriff's Office, Mya Jari Breaux-McGruder, who lived in the apartment with her, and the child's aunt, Mia Jari Breaux-McGruder, were charged with injury to a child and under 17 years of age. He was arrested and charged with unlawful restraint.

Attorneys for the defendants did not respond to requests for comment.
Fluker denied to police that he ever saw the child's ankles wrapped with duct tape. He said the girl would not eat when given food and that her hands were tied to prevent her from sneaking food out of the refrigerator, trash can and pantry.
Five other children lived in the home and were in good health, according to the complaint.
