Student at University of Delaware Arrested for Alleged Mass Shooting Plan, Reportedly Wanted to Become a Martyr

Arrest Made in Alleged Mass Shooting Plan at University of Delaware

On November 24, authorities reported the arrest of a 25-year-old man suspected of plotting a mass shooting involving the University of Delaware Police Department.

According to various news sources, officers from the New Castle County Sheriff’s Office were conducting a property search at Camby Park West around 11:47 p.m. when they spotted a white Toyota Tacoma parked there outside of business hours. After stopping the vehicle, they reached out to the driver, identified as Luqman Khan.

As police instructed him to exit the vehicle, Khan allegedly refused to comply and resisted arrest. Upon taking him into custody, officers found a loaded Glock .357 handgun, a bulletproof vest, four loaded 27-round extended magazines, and a conversion kit inside his truck.

Additionally, authorities discovered a notebook within the vehicle. This notebook reportedly contained sketches related to the University of Delaware Police Department, plans for an attack, and notes on warfare strategies. Notably, Khan had written “Kill them all – martyrdom” in part of the notebook, as reported.

Khan was taken to the New Castle County Police Headquarters and faced multiple charges, including possession of a high-capacity magazine, carrying a concealed weapon, and resisting arrest, among others. He was arraigned and assigned a cash bail amount of $107,200, while being referred to the Federal Bureau of Investigation (FBI) for further legal actions. On December 1, an Assistant United States Attorney announced charges against Khan for illegally possessing a machine gun, which may result in a prison sentence of up to 10 years if he is convicted.

Khan was reportedly an undergraduate at the University of Delaware, as shared by the university’s interim president, Laura Carlson. She expressed that this incident was “horrifying for all of us” and emphasized that the university is collaborating closely with law enforcement in response to the situation.

It was also noted that the university had “temporarily separated” Khan and has prohibited him from all campuses while legal proceedings unfold. Attempts to reach the New Castle County Police Department for more details on the incident did not yield immediate comments.
