A woman has been arrested after a shocking incident was caught on camera in which a man opened fire at close range on a baby and his parents, striking the baby in the leg. Police say the horrific incident was over an unpaid $100 drug debt.
Suspect Dominic Billups, 28, was arrested Friday, hours after police posted a horrifying video of the incident online.
The shocking video allegedly shows Billups approaching a family outside a home in the 4000 block of Meridian Street in Northeast Philadelphia’s Holmesburg neighborhood around 5:50 p.m. Thursday and firing a gun.

The parents, who are blurred in police video, were next to the baby in a stroller when Billups allegedly fired two shots at the father as he fled.
Billups then walked up to the mother, who was pointing at her child, and the woman fired a third shot at the parent at close range.
The footage shows the baby crying and his mother screaming in fear: “It’s my baby!”
“I’m going to kill your baby, you bitch!” the gunman shouted at the mother, before shoving the gun inside her top and walking away.

Police said the 7-month-old baby was shot in the leg and was taken by a Goodwill victim to Nazareth Hospital, where he was later transferred to Jefferson Torresdale, where he is listed in good condition.
Strangely, the parents were not at the scene or at either hospital when the police arrived.
Police Lt. Dennis Rosenbaum said the parents had outstanding warrants for their arrest for non-violent crimes, and they were later found unharmed a few blocks away from the shooting scene.
The child’s mother is a minor, but the father is an adult.
“This video is very disturbing … this appears to have stemmed from a $100 drug debt,” Rosenbaum said at a news conference Saturday announcing Billups’ arrest.
He was charged with three counts of aggravated assault, endangerment and other offenses, Rosenbaum said.
He said Billups’ first target was the father and that the two had apparently been arguing in the street shortly before.
The parents do not live in Meridian and residents say they do not know them. Fox 29 I will report.
“I’m angry for the neighbors. This neighborhood is not known for violence. It’s sad,” Rosenbaum said.
He added that the video was key to Billups’ arrest, and stressed the importance of the public providing footage to police.

Police initially released the video, describing the suspect as a black woman with long dreadlocks and a stocky build.
Police said she was last seen running in the direction of the 4000 block of Lansing Street wearing a black sweatshirt with a large graphic on the front, light blue jeans and black shoes with white soles.
She was arrested at a residence on Friday and police searched that address and another address, recovering a magazine containing 11 “assorted” rounds of ammunition.
