A taxpayer-funded group in Portland, Oregon, is offering large amounts of down payment assistance to new home buyers in the state, but the recipients must not be U.S. citizens, a new report has found.
The Hacienda Community Development Corporation is offering $30,000 to first-time homebuyers in Oregon who are DACA recipients, asylum seekers, refugees, green card holders or other non-citizens, according to a screenshot posted to X by the journalism organization Oregon Citizen.

This money was paid for by state taxpayers. Economic Equality Investment Programallocated $15 million to multiple organizations, including $692,775 to Hacienda CDC.

“Clients work closely with financial coaches and HUD-certified housing counselors throughout the homebuying process. We also offer various opportunities for down payment assistance, in addition to mortgage prep and financial wellness workshops,” Hacienda CDC said.

Oregon Representative Ed Deal (Republican) Confirmed The group told the Daily Caller that it is excluding Americans from down payment programs.
“Oregonians are struggling to find and buy a home. Our state has a severe housing shortage. I am appalled that Oregonians’ hard-earned, limited tax dollars are being used to give certain non-Americans priority in homebuying. Oregon will not be ending this state-sponsored discrimination anytime soon,” Deal said.

“Oregon, with very rare exceptions, cannot treat individuals discriminatory on the basis of race, nor can it compel entities to do so on the state’s behalf,” Kinio said. “The Legislative Counsel’s analysis raised important questions about whether the EEIP would withstand a challenge in court, given that the EEIP’s clear intent and application is to provide assistance to entities that assist only individuals of a particular race. The Constitution prohibits the government from directly or indirectly favoring or disadvantageing individuals on the basis of race.”
Immigrants and refugees can apply for $30,000 down payment packages, but Oregonians are being squeezed in the housing market.
“We are the least financially able,” said economist Josh Lehner. said “Low vacancy rates and high home prices are signs of a housing shortage, and I think it’s clear that has been the case for some time now,” he said in July, per Oregon Public Broadcasting.
