Texas Governor Greg Abbott has issued a warning to Democrats in office, stating that they must return to Austin to vote on a new Congressional map.

In his statement, Abbott expressed frustration, saying, “Instead of fulfilling their responsibilities and voting on crucial laws affecting all Texans, they chose to abandon Texas, which disrupted the necessary quorum for legislative business.”

He added, “This situation is over now. The absent Democrats need to come back to Texas and attend the House of Representatives meeting at 3 p.m. on Monday, August 4, 2025.”

Texas Tribune reported:

Governor Greg Abbott informed Texas House Democrats late Sunday that if they don’t return to Austin to vote on the GOP’s proposed congressional map, he will pursue their removal from office.

Abbott stated in a letter to the absent members, “This truancy is over now. Abandoned Democrats must return to Texas for the House reconvening at 3 p.m. on August 4, 2025.”

If they haven’t returned by then, Abbott indicated he would initiate legal proceedings to remove them from their positions. He referenced a non-binding 2021 legal opinion from Attorney General Ken Paxton, which allows the governor to fill vacated seats if the court agrees that the lawmakers have abandoned their positions.

Abbott further claimed that these legislators could face felony charges for raising funds to cover a $500 daily fine for being absent during sessions, warning that they might be violating the Bribery Act and putting their supporters at risk.

The complete contents of his letter included:

Governor Greg Abbott

August 3, 2025

True Texans don’t shy away from challenges. Yet, that’s precisely what many Texas House Democrats have done. Instead of engaging in their duties and voting on vital laws, they escaped Texas, thereby disrupting the quorum needed for meetings.

Their absence wasn’t a coincidence; it was a deliberate tactic to evade their responsibilities. It has been suggested that Democrats were willing to go to extreme lengths to obstruct legislative action, indicating a planned absence to specifically avoid performing their duties.

This behavior amounts to abandoning an elected position. When the governor calls for a special session, our constitution demands legislative attendance. It’s not merely a choice—it’s an obligation. Abandoning their posts to avoid unfavorable votes is unacceptable. All legislators, regardless of party, can end up on the losing side during votes, and most find a way to handle it maturely rather than going AWOL.

This refusal to attend is over. Abandoned Democrats must return to Texas for the House meeting on August 4, 2025, at 3 p.m. According to the Attorney General, whether a lawmaker has truly abandoned their office to create a vacancy is a matter for the courts. He noted that through a Quo Warranto action, courts would ascertain if lawmakers had vacated their offices, which could allow Abbott to fill the vacancies under Article 13 of the Texas Constitution.

In addition to abandoning their roles, these lawmakers could be guilty of a felony. Reports suggest many Democrats are attempting to gather funds to cover the fines they incur for being absent. Accepting donations related to skipping votes could potentially breach the Bribery Act under Texas law, implicating both the lawmakers and anyone providing such donations.

Sincerely,
Greg Abbott
Governor of Texas

This follows a situation where numerous state representatives fled to Chicago to obstruct voting.

Fox News reported:

A group of Texas Democrat representatives arrived in Chicago on Sunday night to halt the voting process. In the wake of Abbott’s statement, the Democrat Caucus in the Texas House issued a brief reply, stating, “Come and take it.”

The statement also criticized the Republican-proposed district changes, which could lead to five new GOP House seats in the upcoming midterm elections, terming them “racist medieval constituency change plans.”

Governor Greg Abbott is taking a firm stance.
