A Texas man who is already facing murder charges in another case has been hit with a new felony charge after three dogs were allegedly attacked the death of a 65-year-old woman.
Marshall Garrett, 38, was arrested Tuesday and charged with three counts of criminal negligence in failing to secure a dog.
Neighbors allegedly told investigators that Garrett’s dogs often escaped their enclosure and were aggressive.
On March 23, Harriet Phillips was walking through her property and “scanning her backyard looking for something,” according to a home security video reviewed by police. She was hammering the fence with a hammer, according to court documents.
Suddenly, “Defendant’s dog appeared to have broken her fence,” according to court records. ABC News.
Three Staffordshire Bull Terriers reportedly attacked Phillips, and she began screaming. She tried to protect herself by waving an animal hammer.
det. Ramon Garcia of the Houston Police Department said the dog “started hurting other parts of her body until she could no longer attack her head, neck area, arms, elbows and other parts of her body or scream for help.”
The dog attacked Phillips to death.
Court records show Garrett did not witness the attack, but “it happened afterwards and called it 911.”
Citing criminal charges, People Magazine Investigators reported finding fragments of the woman’s hair and clothing in the dog’s stomach.
Three dogs were euthanized under Texas Law It seeks animals to quarantine people for 10 days or euthanize them.
On the same day as the fatal dog attack, another neighbor reportedly texted Garrett saying he saw the dog in Phillips’ yard. Court documents stated that Garrett responded: “Oh, I’m trying to settle it.”
Neighbors allegedly told investigators that Garrett’s dogs often escaped their enclosure and were aggressive. One neighbor told officers at the Houston Police Department that she was recently bitten by one of her finger dogs while trying to fix a hole in her fence, court documents said.
Court documents revealed that Garrett also faces murder charges from previous cases.
On October 29, 2024, Garrett is said to have defeated a 69-year-old man.

Washington is said to have tried to pawn the gem, but he is informed that the gem is a fake.
Washington tracked Martin and his fiancée in the store, court documents said. Washington is said to have used the car to block the couple’s cars in the parking lot.
Martin’s fiancé reportedly told authorities that Washington walked Martin from the Knife Point store.
Court documents revealed that Washington and Garrett defeated Martin with either the knife handle or the metal pipe.
Martin died 12 days after the attack. Prosecutors said Martin’s death was due to the trauma of the dull force to his head.
Washington reportedly remains large.
Garrett was arrested on suspicion of fatal assault and was later released on bonds, according to court records. Garrett is now back in prison.
Garrett has been allegedly convicted of several criminal offences previously, including robbery, criminal trespassing, avoiding arrest, possession of marijuana and illegal use of criminals.
