His refusal comes alongside claims that he did not use an automated signing tool meant to expedite important documents, including pardons and memos related to Biden’s actions.

Bernal, a longtime aide to Jill Biden, has pushed back against congressional requests to provide testimony about Joe Biden’s cognitive abilities following the White House’s decision to waive his enforcement privilege. Reportedly, he was set to testify the following morning.

In a statement, a committee member suggested, “He seems to be frightened. The attempt to cover things up isn’t holding up well. We will summon him without delay.”

Recent reports indicate that Bernal, as the First Lady’s main aide, held significant influence in the White House. Observers anticipate that he could face tough inquiries regarding his knowledge of Biden’s mental decline.

During a pandemic, when Biden shifted from campaign trails to lockdowns, Bernal and Annie Tomasini, another advisor, closely integrated into the personal lives of Joe and Jill Biden. This relationship reportedly altered the dynamics of Biden’s advisory group, shaping his political decisions.

Some find Bernal’s management style problematic, noting it was occasionally described as “toxic,” even prompting emotional reactions from staff. While he’s recognized for having a “big heart,” colleagues assert that working with him can be challenging.

Following Bernal’s anticipated testimony, Neela Tanden, another former Biden aide, may also provide insights into discussions about Biden’s health and capability to serve.
