A New Bipartisan Bill Addresses Social Security Concerns
A recently introduced bipartisan measure, the Protecting Retirement Opportunities and Preserving Income Security for All Act, or the Promise Act, aims to urge Congress to tackle anticipated shortfalls in Social Security funding before automatic cuts to benefits take place around 2032.
This legislation is championed by a group of senators, including Democrat Dick Durbin from Illinois and Republican Bill Cassidy from Louisiana, along with others like Tim Kaine, Thom Tillis, Angus King, Alan Armstrong, Chris Coons, and John Cornyn. It establishes processes intended to safeguard the long-term viability of the Social Security Trust Fund.

Details of the Proposed Legislation
This proposed law is primarily procedural. It doesn’t lay out specific changes, such as tax hikes, benefit reductions, or eligibility adjustments that advocacy groups might suggest. Instead, it aims to formalize a process and timeline for creating and voting on plans to ensure Social Security’s solvency.
The Promise Act instructs the bipartisan Social Security Advisory Board (SSAB) to conduct public hearings to gather feedback and draft a legislative framework intended to maintain the trust fund’s solvency for at least 50 years. Should the SSAB struggle to reach a consensus, members or the majority leader could introduce alternative legislation.
Furthermore, the bill mandates that both the House and Senate engage in discussions, amend, and vote on related bills within a tight timeframe of roughly 100 hours. It also seeks to limit any procedural tactics that might delay the process or alter issues directly influencing Social Security’s finances.
While passing the bill in the Senate requires 60 votes, only a simple majority is necessary in the House.
