Rep. Rashida Tlaib, D-Mich., is proposing a bill that would provide at least $50,000 over 36 months to youth and adults under 30 who have been released from homelessness.
The bill, called the Youth Homelessness Income Security Pilot Program Act, would provide homeless participants with $1,400, or adjusted fair market rent, for 36 months, while creating a new way to combat youth homelessness in the United States. There is a possibility that it will be established.
The pilot program will provide cash assistance directly to homeless participants and will study how the program impacts housing, health and other outcomes.
“We cannot continue to repeat the same policy approaches that have failed to end the youth homelessness crisis,” Tlaib said. “Providing direct cash assistance allows us to address the housing crisis while respecting the autonomy and dignity of those receiving assistance.”

He said young people who have experienced homelessness helped craft the bill to meet the needs of the homeless.
More than 3.5 million young people, or approximately 70,000 young adults, experience some form of homelessness, Tlaib’s office said in a press release. Specifically, when compared to “other populations,” Black people are 83% more likely to be homeless, and LGBTQ+ youth are 120% more likely to be homeless, Tlaib said.
She also pointed to a 17% increase in homelessness among 18- to 24-year-olds.

“It’s time to end homelessness in the richest country in the history of the world,” Tlaib said. “The Youth Homelessness Income Security Pilot Program Act brings us closer to that goal.”

Joining Tlaib as the bill’s sponsor is Rep. Cori Bush, D-Missouri. Sylvia Garcia, Democrat of Texas. Barbara Lee, Democrat of California. and Jan Schakofsky, D-Ill.

The proposal comes as other members of “The Squad” have called for similar measures. In fact, last month, Rep. Ilhan Omar (D-Minn.) proposed paying $1,000 a month for five years to people who age out of foster care.
