Trump Signs Executive Order to Enhance Foster Care System
On November 13, 2025, President Donald Trump signed an Executive Order focused on modernizing the U.S. foster care system. This initiative aims to combine federal resources with partnerships from both the public and private sectors, ultimately enhancing opportunities in education, employment, housing, mentorship, and scholarships for foster youth, especially those nearing the age of independence.
The order, titled “Fostering the Future for American Children and Families,” highlights concerning statistics: only about 50% of foster youth complete high school, compared to a national average of 84–87%. Furthermore, fewer than 5% of these individuals obtain a four-year college degree, whereas 30–36% of the general populace achieves this milestone. About 20% face the risk of homelessness once they age out, with broader estimates suggesting this could rise to 46% by age 26. Additionally, only half of them find stable employment by age 24.
This initiative, reportedly orchestrated by First Lady Melania Trump, was presented after the signing. The order aims to aid those transitioning out of foster care by broadening access to essential resources such as education and career development.
The fiscal year 2026 budget will allocate $25 million to enhance transitional housing and supportive services for these young adults, building upon the First Lady’s efforts to create safer pathways to independence.
“My Administration is committed to empowering families to nurture their children in safe environments. When that’s not possible, our foster care system should be equipped to step in. It’s crucial that we improve the current system,” Trump stated in the order.
He continued, “Many children remain in foster care for extended periods, and those aging out often face uncertain futures without vital support. Caseworkers are overwhelmed, and information systems need updating.”
Trump also pointed out that policies in some areas can prevent capable families from becoming foster or adoptive parents due to their religious beliefs or other fundamental views: “Our youth and those caring for them deserve better. My Administration, led by the First Lady, will unite federal resources and strategic collaborations to empower those in or transitioning from foster care.”
The White House further elaborated on four key components of the executive order:
- Fostering the Future Pledge & Future Commitments: This establishes the Fostering the Future program, securing commitments from government, businesses, nonprofits, and educational institutions for new pathways for youth exiting foster care.
- Online Resource and Planning Hub: An online platform will be created for current and former foster youth to develop tailored plans for self-sufficiency.
- Increased Access to Federal Support: Expands availability of Education and Training Vouchers alongside federal grants, focusing on time-limited programs that enhance educational and professional aspirations.
- Expanded Educational Opportunities: This facilitates broader access to scholarship programs funded by tax-credited donations for children in foster care.
During the signing, Melania Trump shared that the concept originated a few years prior, with a vision to empower foster youth with job opportunities and financial stability.
She expressed hope that this initiative would spark a nationwide movement, ensuring brighter futures for foster children. “Together, we’ll pave the way for these young individuals to become contributors to society,” she concluded.
Additionally, Trump mentioned the harsh reality that over 15,000 young people age out of the foster system each year, many struggling to become self-sufficient.
