On Tuesday, lawmakers approved a substantial $1.2 trillion bill aimed at ending the government shutdown, which included $4 million allocated to two children’s hospitals currently being investigated by the Department of Health and Human Services (HHS) due to their delivery of transgender medical care to minors.
The funds are set for Seattle Children’s Hospital in Washington and Lurie Children’s Hospital in Chicago. This funding was part of the complete package that President Trump endorsed on the same day, addressing several federal agencies, including HHS, thereby concluding a partial government shutdown.
These hospitals are under scrutiny as part of an HHS investigation initiated by President Trump’s administration, which aims to prevent what it labels as “chemical and surgical mutilation” of minors.
The total of $4 million is categorized as earmarked spending, often referred to as “pork barrel” spending. It was secured by Senators Patty Murray (D-Washington) and Dick Durbin (D-Illinois). Murray, who leads the Senate Appropriations Committee, specifically advocated for $3 million for Seattle Children’s Hospital, though she did not clarify how the funds would be utilized.
Murray stated that the intention of this funding is to create a “safe and comfortable space for children who are in crisis and may be at risk of serious self-harm or suicide.” She distanced this effort from Trump’s agenda, calling it “disgusting” to see funding for universally supported projects facing hostility. She emphasized that it is crucial to invest in addressing the country’s mental health issues.
The remaining $1 million will be directed to Lurie Children’s Hospital, which had recently paused transgender care services for minors amidst the ongoing investigation.
Durbin voiced pride in securing funds for Lurie’s emerging violence recovery program, aimed at providing mental health support to pediatric victims of violence. His office pointed out the importance of addressing serious issues that affect children in Chicago.
When asked for Trump’s perspective on the funding directed to these hospitals, the White House Press Secretary Khush Desai remarked that the President is committed to restoring decency in the nation and is exploring strategies to combat what they termed as child mutilation.
The controversy surrounding earmark spending continues to ignite debate among legislators. Though banned for almost a decade, it was reinstated a few years back under certain conditions. Some fiscal conservatives, like Senator Mike Lee (R-Utah), have strongly opposed these provisions, vowing that such spending distracts from children’s genuine needs.
Moreover, Senate Appropriations Chairwoman Susan Collins (R-Maine) argued that these earmarks stem from local insights into constituent needs, adding that the process is transparent.
Both Seattle Children’s and Lurie Children’s Hospitals have recently faced heightened criticism as the Trump administration adopts a tougher stance on gender reassignment surgeries affecting minors. HHS Secretary Robert F. Kennedy Jr. has specifically targeted Seattle Children’s access to Medicare and Medicaid amid the administration’s efforts to limit such medical treatments.
Despite an ongoing legal battle concerning these practices, investigations into the hospitals have intensified. In response to the pressure, Lurie Children’s Hospital announced it would temporarily halt transgender care for individuals under 18.
In summary, the funding allocated will be directed towards enhancing facilities and services intended to help vulnerable pediatric populations, even as the backdrop of investigation and political contention continues to loom over the hospitals involved.
