On Sunday, President Trump pledged a “full and full pay raise” for U.S. service members during the celebration of the Navy’s 250th anniversary.

Speaking to a large crowd of sailors and their families at Norfolk Navy Base, Trump assured them they need not worry, while also taking a swipe at Democrats, referring to them as “a little gnat on our shoulders.”

“The US Navy always stands for America, and as your commander, I will always support you, I promise you that,” the president said.

Despite the budget impasse caused by Democrats, Trump insisted that “every penny” for service members would be secured. He emphasized the importance of supporting the salaries of all military personnel.

This announcement came shortly after he informed the audience that there had been a 3.8% pay raise for military staff, which elicited cheers from the crowd.

Trump also highlighted plans for $1 trillion in military investments, aimed at building fleets of ships domestically and revitalizing shipyards.

“We’ve created a lot of ships and accomplished things that haven’t occurred in 35 years,” he stated.

He mentioned plans to inject hundreds of millions of dollars into shipyard revitalization and attract workers from around the globe to build ships in the U.S.

However, he noted that these plans depend on Democrats halting funding for illegal immigrants, referring to the federal shutdown that began on October 1 over budget disagreements.

The strife between Democrats and Republicans has left many government employees without pay, including service members.

In closing, Trump celebrated the Navy for achieving its highest recruiting numbers ever in 2025, saying, “American sailors have shown once again that the Navy is doing their utmost.” He expressed his belief in American naval superiority, declaring, “We own the sky, command the depths, and rule the sea. We know nothing of defeat.” He evoked a sense of duty, stating that whenever the nation is in peril, sailors will be ready to raise the flag and respond.
