Trump’s Executive Order on Qatar and Middle Eastern Strategy

Recently, President Donald Trump drew attention by signing an executive order aimed at safeguarding Qatar from potential attacks, which in turn aims to protect American interests. The order specifies that if Qatar faces an attack, “the United States shall take all lawful and appropriate measures, including diplomatic, economic, and, if necessary, military measures.”

This development followed airstrikes carried out by Israel, a close ally of the U.S., that targeted Hamas officials in Qatar. Although Israeli Prime Minister Benjamin Netanyahu has since expressed regret and assured that no further action will be taken in Qatar, there are still questions surrounding the broader context of the president’s approach to Middle Eastern peace.

It’s worth noting that this executive order reflects Trump’s ongoing commitment to U.S. interests in the region. During his earlier presidency, he pointed out that Qatar has a history of providing substantial support for terrorist financing.

The Biden administration recognized Qatar’s support during the U.S. withdrawal from Afghanistan by designating it as a major non-NATO ally in 2022. This shift in strategy regarding Qatar is likely why Trump made such a decisive move now.

Trump appears to view the current situation through a unique lens compared to past presidents. Qatar’s announcement regarding the airstrikes warned all regional players that military action against Doha had occurred. A direct conflict seems unlikely at this point. Iran, for instance, has already launched attacks on Qatar, which serves as a deterrent for further aggression. Additionally, Saudi Arabia has formed a defense pact with Pakistan, which is an interesting twist in the strategic landscape.

The president seems to be pushing for peace by clearly defining options in a landscape marked by division from the Levant to the Gulf. Many are saying that the Middle East may be closer to peace than it has been in a long time.

It’s intriguing to think about how Trump is also attempting to apply similar strategies to rein in major pharmaceutical companies—this does not seem unrelated. Who could be tougher on Prime Minister Netanyahu, who firmly supports Israel’s self-defense while also pursuing peace? It’s a complex balancing act, and some might argue it’s not entirely straightforward.

The overarching ambition is clear: a lasting peace agreement that invites all parties in the region to the negotiating table—not just Israel and Hamas. This is why the U.S. is heavily involved in brokering peace in the Middle East, leveraging relationships that Trump has developed through trade and diplomacy.

The U.S. has made it crystal clear that there’s room for negotiation, but some terms remain unchanged. Foremost is the disarmament of Hamas, a crucial precondition for any lasting peace, something that Trump is acutely aware of. This is why the 20-part plan on the table hinges on this condition.

Interestingly, the plan has garnered substantial support from a variety of nations across the Middle East and Europe. It’s united countries that both support and oppose the idea of a Palestinian state. It’s almost as if this plan shines a light on a path toward peace that many have yearned for but have lacked strong leadership to pursue.

One significant consequence of this newfound support is the isolation of Hamas. They seem to be the only faction advocating for continued militarization, and their persistent rejection of peace has pushed away potential allies. This, in turn, could exert considerable pressure on Hamas to change course. It appears to be a calculated effort to foster lasting peace in the region.

Simultaneously, Trump is reinforcing U.S. and European aid to Ukraine, aiming to expedite an end to the ongoing war in Europe—a situation reminiscent of promises he made during his presidential campaign. The president has been open to Russia finding a peaceful resolution, yet the ongoing invasion continues.

In light of this, the U.S. is now stepping up support for allies, all in pursuit of a lasting peace—not only for the Middle East but worldwide. Trump seems determined to embrace the role of a peace strategist.
